URGENT - WINTER WEATHER MESSAGE

...WINTER WEATHER ADVISORY FOR BLACK ICE...

.MELTED SNOW AND ICE FROM THE RECENT WINTER STORM HAS FROZEN ON
AREA ROADWAYS AS OVERNIGHT TEMPERATURES HAVE DIPPED INTO THE 20S.
THE AREAS OF BLACK ICE WILL BE MOST PROMINENT ON SECONDARY ROADS
AS WELL AS BRIDGES...OVERPASSES...AND EXIT AND ENTRANCE RAMPS ON
AREA HIGHWAYS. IN ADDITION...AREAS OF FREEZING FOG WILL DEPOSIT A
THIN GLAZE OF ICE ON UNTREATED ROADWAYS AS WELL AS REDUCE THE
VISIBILITY TO A QUARTER OR A MILE. TEMPERATURES SHOULD WARM ABOVE
FREEZING BY 10 AM.

* LOCATIONS...THE PIEDMONT AND NORTHERN COASTAL PLAIN INCLUDING
  THE TRIAD... TRIANGLE... ROCKY MOUNT AND SURROUNDING AREAS.

* HAZARD TYPES....AREAS OF BLACK ICE ACROSS MUCH OF CENTRAL NORTH
  CAROLINA. IN ADDITION...AREAS OF DENSE FREEZING FOG WILL REDUCE
  THE VISIBILITY TO A QUARTER OF A MILE OR LESS.

* TIMING...THROUGH MID MORNING.

* IMPACTS...FREEZING OF MELTWATER WILL CREATE AREAS OF BLACK
  ICE. THE REFREEZING OF THE ICE AND SNOW PACK WILL RESULT IN
  TRICKY TRAVEL AND WALKING CONDITIONS. BE EXTREMELY CAUTIONS ON
  AREA ROADS... STREETS... SIDEWALKS... PARKING LOTS... STEPS
  AND EVEN ON INTERSTATES... ESPECIALLY THE BRIDGES...
  OVERPASSES... AND RAMPS.

* TEMPERATURES...IN THE UPPER 20S.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

THE BEST WAY TO AVOID PROBLEMS WITH BLACK ICE IS TO SIMPLY AVOID
TRAVEL AND WALKING THIS MORNING IF POSSIBLE. IF YOU MUST
TRAVEL...TAKE IT SLOW AND LEAVE PLENTY OF FOLLOWING DISTANCE.

WHEN TRAVELING THROUGH FOGGY AREAS...LEAVE PLENTY OF DISTANCE
BETWEEN YOU AND THE VEHICLE AHEAD OF YOU...AND UTILIZE YOUR LOW
BEAM HEADLIGHTS.

  AND ANY AREAS WHERE RAINWATER RUNOFF DRAINS ONTO THE ROAD MAY
  RESULT IN LOCALIZED AREAS OF BLACK ICE THIS MORNING.

* TIMING...THROUGH MID MORNING.

* IMPACTS...FREEZING OF RAINWATER RUNOFF ON AREA ROADS WILL RESULT
  IN LOCALIZED ICY CONDITIONS THIS MORNING. IN  ADDITION...WALKWAYS
  AND SIDEWALKS MAY BE SLIPPERY AND DANGEROUS TO WALK ON.

* TEMPERATURES...IN THE UPPER 20S.
