...ISOLATED STRONG THUNDERSTORMS OVER THE WATERS...

The areas affected include...
  Atlantic Waters of Puerto Rico AND USVI from 10 NM to 19.5N...
  Coastal Waters east of Puerto Rico, around Vieques, and around and
  just north of Culebra and Saint John...
  Coastal Waters from Cabo San Juan to the waters between Anegada
  Island and Virgin Gorda and North 10 NM...
  Coastal Waters of Northern Puerto Rico out 10 NM...

At 459 AM AST, Doppler radar indicated strong thunderstorm
development, capable of producing winds to around 30 knots. These
thunderstorms were located over the coastal waters just north and
northeast of Puerto Rico moving west northwest around 20 knots.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Mariners can expect gusty winds to around 30 knots, locally higher
waves, and lightning strikes. Boaters should seek safe harbor
immediately until these storms pass.
