DROUGHT INFORMATION STATEMENT

...DROUGHT CONDITIONS CONTINUE ACROSS WESTERN SOUTH DAKOTA AND
NORTHEASTERN WYOMING...

SYNOPSIS...

EVEN WITH THE RECENT SNOWFALL...DROUGHT CONDITIONS CONTINUE ACROSS
PORTIONS OF WESTERN SOUTH DAKOTA AND NORTHEASTERN WYOMING.

SEVERE (D2) DROUGHT CONDITIONS EXTENDED FROM SOUTHEASTERN WESTON
COUNTY WYOMING INTO SOUTHWESTERN SOUTH DAKOTA, INCLUDING THE
COUNTIES OF NORTHERN FALL RIVER, SOUTHERN AND EASTERN CUSTER,
NORTHERN OGLALA LAKOTA, EASTERN PENNINGTON, AND FAR SOUTHEASTERN
MEADE.

MODERATE (D1) DROUGHT CONDITIONS COVERED CROOK, EASTERN CAMPBELL,
AND THE REST OF WESTON COUNTY IN WYOMING. IN WESTERN SOUTH DAKOTA,
MODERATE (D1) DROUGHT CONDITIONS COVERED THE REST OF CUSTER, FALL
RIVER, OGLALA LAKOTA, PENNINGTON, AND MEADE COUNTIES AS WELL AS
LAWRENCE, BUTTE, MOST OF HARDING, SOUTHWESTERN PERKINS, WESTERN
HAAKON, WESTERN JACKSON, AND FAR NORTHWESTERN BENNETT COUNTIES.

ABNORMALLY DRY (D0) CONDITIONS COVERED THE REST OF CAMPBELL COUNTY
WYOMING, THE REST OF BENNETT, JACKSON, HAAKON, PERKINS, AND HARDING
COUNTIES IN SOUTH DAKOTA AS WELL AS ZIEBACH, AND WESTERN PORTIONS OF
MELLETTE AND TODD COUNTIES IN SOUTH DAKOTA.

SUMMARY OF IMPACTS...

* THE LONG TERM DRYNESS HAS REDUCED FORAGE, WITH MOST PASTURE
  CONDITIONS RATED BETWEEN POOR AND GOOD.
* HAY PRODUCTION THROUGH THE SUMMER AND FALL WAS REDUCED, WITH SOME
  PRODUCERS EXPERIENCING A LACK OF HAY FOR THE WINTER.
* STOCK PONDS AND DUGOUTS ARE LOW, WHICH CONTINUES TO LIMIT WATER
  FOR CATTLE AND OTHER ANIMALS.

CLIMATE SUMMARY...

TEMPERATURES FOR 2016 WERE ABOVE AVERAGE AND PRECIPITATION WAS
MAINLY BELOW AVERAGE. RAINFALL HAS VARIED BY MONTH, WITH MAY AND
JUNE BEING EXTREMELY DRY, SPOTTY AREAS OF BELOW-AND ABOVE-AVERAGE
RAINFALL IN JULY, AVERAGE TO ABOVE-AVERAGE AMOUNTS IN AUGUST, NEAR-
AVERAGE IN SEPTEMBER, BELOW-AVERAGE PRECIPITATION IN OCTOBER AND
NOVEMBER, AND AROUND AVERAGE TO SLIGHTLY ABOVE AVERAGE PRECIPITATION
IN DECEMBER.

PRECIPITATION/TEMPERATURE OUTLOOK...

BELOW NORMAL SEA SURFACE TEMPERATURE (SST) ANOMALIES ACROSS THE
EQUATORIAL PACIFIC OCEAN HAVE NOW TRENDED TO NEAR NORMAL, INDICATING
THE WEAK LA NINA IS FADING AND ENSO-NEUTRAL CONDITIONS ARE
DEVELOPING. THESE ENSO-NEUTRAL CONDITIONS ARE EXPECTED TO
CONTINUE THROUGH THE SPRING.

THE WINTER OUTLOOK FOR DECEMBER THROUGH FEBRUARY INDICATES A GREATER
CHANCE FOR BELOW-AVERAGE TEMPERATURES AND SLIGHTLY ABOVE-AVERAGE
PRECIPITATION. FOR DECEMBER THROUGH FEBRUARY, AVERAGE HIGH
TEMPERATURES ARE IN THE MID 30S WITH AVERAGE LOW TEMPERATURES IN THE
MID TEENS. AVERAGE PRECIPITATION DURING THIS TIME IS AROUND AN INCH
ON THE PLAINS WITH TWO TO THREE INCHES IN THE BLACK HILLS AND BEAR
LODGE MOUNTAINS.

NEXT ISSUANCE...

THE NEXT DROUGHT STATEMENT WILL BE ISSUED IN FEBRUARY, UNLESS
CONDITIONS CHANGE SOONER.
