URGENT - WINTER WEATHER MESSAGE

...WIND CHILL ADVISORY REMAINS IN EFFECT UNTIL 10 AM CST THIS MORNING...

...DANGEROUS TRAVEL CONDITIONS WILL PERSIST THIS MORNING...

Precipitation has ended across Southeast Texas and no additional precipitation
is expected. Residual moisture on area roads, bridges and overpasses
remains frozen, and these icy and hazardous road conditions are expected
to persist this morning resulting in a continuation of road closures.
Driving should be avoided until conditions improve this afternoon when
temperatures rise above freezing.

Dangerous and potentially life threatening wind chill values have fallen
into the lower to mid teens across much of the area early this morning.
These values are not expected to reach 30 degrees until this afternoon.

* IMPACTS...Icing to elevated surfaces such as bridges and
  overpasses. Road conditions will be hazardous through the
  morning hours, and driving should be avoided. Low wind chill
  values may cause frost bite or hypothermia if spending time
  outside without taking precautions.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Wind Chill Advisory means that very cold air and strong winds will
combine to generate low wind chills. This will result in frost bite
and lead to hypothermia if precautions are not taken. If you must
venture outdoors...make sure you wear a hat and gloves.
