AN INVERTED SURFACE TROUGH CROSSES CENTRAL AND DOWNEAST ME DURING
THE EARLY PORTION OF THE DAY 1 PERIOD. SURFACE LOW PRESSURE FORMS
ON THE INVERTED TROUGH OVER THE BAY OF FUNDY...THEN TRACKS
NORTHEAST AWAY FROM THE REGION. THERE WAS DECENT AGREEMENT WITH A
SHORT WAVE THAT CROSSES NORTHERN NEW ENGLAND...THOUGH THERE WAS A
FAIR AMOUNT OF SPREAD CONCERNING THE POSITION OF THE DEVELOPING
SURFACE LOW. FOR THE MOST PART...A MULTI MODEL BLEND SHOULD
SUFFICE...AS MUCH OF THE QPF FALLS IN ASSOCIATED WITH THE INVERTED
TROUGH...BEFORE THE SURFACE LOW DEEPENS AND TRACKS NORTHEAST.

PRECIPITATION EXTENDED ALONG THE INVERTED SURFACE TROUGH INTO
EASTERN NEW ENGLAND AND SOUTHWEST ME DURING THE EARLY PORTION OF
DAY 1. AS A STRONG SHORT WAVE TAKES ON A NEGATIVE TILT OVER
QUEBEC...THE INVERTED TROUGH CROSSES THE CENTRAL ME AD DOWNEAST ME
COASTS. THE INFLOW AHEAD OF THE INVERTED TROUGH IS FAIRLY
IMPRESSIVE (AS MESOSCALE MODELS SHOW 25 TO 30 KNOTS OF LOW LEVEL
SOUTH/SOUTHEAST FLOW)...AND THE MOISTURE BECOMES FOCUSED ON THE
TROUGH ACROSS THIS AREA. THERE IS GOOD MODEL AGREEMENT CONCERNING
THE PLACEMENT OF THE 0.25 TO 0.50 INCH QPF AREA...AND THIS IS
GENERALLY FROM THE PENOBSCOT RIVER EASTWARD THROUGH DOWNEAST ME.
THE 0.10 TO 0.25 INCH AREA SHOULD ENCOMPASS MUCH OF SOUTHWEST
ME...BUT REMAIN EAST OF THE EAST ME COAST AFTER 25/12Z.

MUCH OF THE PRECIPITATION IS GENERATED WITH THE SHORT WAVE
INTERACTING WITH THE INVERTED TROUGH. AS THE SURFACE LOW DEVELOPS
OVER THE BAY OF FUNDY...MOST OF THE MOISTURE AND LIFT SHOULD BE
EXITING THE REGION. THERE IS STILL THE POTENTIAL FOR A PORTION OF
DOWNEAST ME TO SEE OVER 0.50 INCHES OF QPF...BUT IT SHOULD BE
CONFINED TO THIS AREA.

A SHORT WAVE TRACKING FROM CENTRAL CANADA TO THE MIDWEST SPINS UP
A SURFACE LOW THAT TRACKS ALONG WITH THE SHORT WAVE...BEFORE
DISSIPATING OVER THE MIDWEST DURING THE SECOND HALF OF DAY 1.
THERE WAS GENERALLY GOOD MODEL AGREEMENT WITH RESPECT TO THE TRACK
OF THE SHORT WAVE AND SURFACE LOW...SO THE WPC QPF WAS BASED ON A
BLEND OF THE 00Z GFS/12Z ECMWF.

AHEAD OF THE SHORT WAVE (AND DEVELOPING SURFACE LOW) ACROSS THE
NORTHERN PLAINS...ISENTROPIC LIFT (WITH SOUTHWEST WINDS NEAR 30
KNOT RIDING UP THE 290 K SURFACE) INJECTS MOISTURE INTO THE COLUMN
(AS PRECIPITABLE WATER VALUES TOP OUT NEAR 0.50 INCHES) ACROSS THE
MIDWEST. THE LIFT WITH THE SHORT WAVE BEGINS INTERACTING WITH THE
MOISTURE BETWEEN 25/18Z AND 26/00Z...CENTERED MAINLY OVER IA. THE
COMBINATION OF LIFT AND IMPRESSIVE MOISTURE FOR LATE FEB SHOULD
RESULT IN A LARGE AREA OF 0.25 TO 0.50 INCHES OF QPF ACROSS MUCH
OF IA...EXTENDING INTO NORTHERN MO AND WEST CENTRAL IA. AS THE
BEST LIFT CROSSES CENTRAL IA...IT PRODUCES A QPF MAXIMUM BETWEEN
0.50 AND 0.75 INCHES OF QPF. THERE IS FAIRLY GOOD AGREEMENT AMONG
00Z MODEL SUITE MEMBERS ON THE AMOUNT AND PLACEMENT OF THE MAXIMUM
QPF.

SNOW IS EXPECTED WITH THIS SYSTEM. PLEASE REFER TO THE LATEST
SUITE OF WPC WINTER WEATHER PRODUCTS FOR MORE INFORMATION.


...LOWER MS VALLEY/SOUTHEAST/MID ATLANTIC...

A CLOSED MID LEVEL LOW OVER THE FOUR CORNERS AREA EARLY ON DAY 1
OPENS UP INTO A LONG WAVE TROUGH AND CROSSES THE LOWER MS VALLEY
AND THE MID ATLANTIC AS IT BECOMES ABSORBED INTO THE FAST MID
LEVEL FLOW. THE LONG WAVE TROUGH SPINS UP A SURFACE LOW ALONG A
LOW LEVEL BAROCLINIC ZONE STRETCHING ACROSS THE SOUTHEAST STATES.
THE LOW TRACKS NORTHEAST ALONG THE BOUNDARY TO A POSITION OFF THE
MID ATLANTIC COAST BEFORE EXITING THE REGION. THERE WAS SOME MODEL
SPREAD WITH RESPECT TO THE TRACK THE SHORT WAVE AND SURFACE
LOW...WHICH HAS AN IMPACT ON THE NORTHERN EXTENT OF THE
PRECIPITATION SHIELD. THE 00Z NAM/12Z SREF MEAN APPEAR TO AGAIN BE
TOO FAR NORTH WITH THE NORTHERN EDGE OF THE PRECIPITATION
SHIELD...DUE AT LEAST IN PART TO THE STRONGER SHORT WAVE IN THE
FLOW (COMPARED WITH THE MODEL CONSENSUS). THE 12Z ECMWF LOOKED TO
BE A BIT SUPPRESSED AS IT DAMPENS THE SHORT WAVE THE FASTEST. THE
00Z GFS/UKMET WERE CLOSEST WITH THE TRACK OF THE SURFACE LOW (AND
NORTHERN EXTENT OF THE PRECIPITATION SHIELD)...SO THE WPC QPF WAS
BASED PRIMARILY ON THIS COMBINATION.

DURING THE FIRST PART OF DAY 1...A WEAK SHORT WAVE AHEAD OF THE
MID LEVEL SYSTEM OVER THE SOUTHWEST INTERACTS WITH MOISTURE ACROSS
PORTIONS OF NORTH TX AND SOUTHERN OK...CENTERED OVER THE RED RIVER
VALLEY. THERE IS A FAIR AMOUNT OF SPREAD AMONG THE MESOSCALE
MODELS (INCLUDING THE LATEST HRRR AND RAP)...AS WELL AS THE 00Z
NAM...CONCERNING HOW MUCH QPF WILL FALL HERE BEFORE 25/18Z. THERE
IS MID LEVEL INSTABILITY WEST OF THE REGION (AS SEEN IN THE 00Z
MAF AND ABQ SOUNDINGS)...AND THE VARIOUS HIGHER RESOLUTIONS MODELS
ARE SPLIT ON HOW TO HANDLE IT. THE 00Z NAM PLACES THE HIGHEST QPF
HERE (NEARLY AN INCH)...AND THIS SEEMS OVERDONE GIVEN THE LACK OF
DEEP MOISTURE TO GO WITH THE MID LEVEL INSTABILITY. THE LATEST
HRRR AND RAP SHOWED AMOUNTS BETWEEN 0.25 AND 0.50 INCHES...AND THE
WPC QPF FORECAST WAS CLOSER TO THESE NUMBERS.

AFTER 25/18Z...THE MAIN LIFT COMES FROM THE CLOSED MID LEVEL OVER
THE FOUR CORNERS AREA EARLY ON DAY 1. THE SHORT WAVE INTERACTS
WITH DEEPER MOISTURE FORM THE GULF OF MEXICO (AS PRECIPITABLE
WATERS VALUE BETWEEN 1.00 AND 1.25 INCHES ARE TRANSPORTED NORTH ON
A LOW LEVEL SOUTH SOUTHWEST FLOW. THE BEST LIFT OCCURS NEAR OR
NORTH OF A SURFACE WARM FRONT EXTENDING FROM SOUTHWEST AL THROUGH
SOUTHERN GA INTO SOUTHERN SC...ALONG AN INTENSE LOW LEVEL
BAROCLINIC ZONE. SURFACE BASED INSTABILITY SHOULD BE CONFINED TO
PLACED SOUTH OF THE FRONT (MAINLY ACROSS NORTHERN FL AND SOUTHERN
GA)...THOUGH MODEL SOUNDINGS SHOWED ELEVATED INSTABILITY ALONG THE
MID LEVEL FRONTOGENETIC FORCING ACROSS CENTRAL AND SOUTHERN GA
INTO SOUTHERN AND CENTRAL SC.

ALONG THIS AXIS...A SWATH OF 1.00 TO 2.00 INCHES OF QPF WAS
STRETCHED FROM SOUTHERN GA ACROSS SOUTHERN SC...WITH LOCAL AMOUNTS
2.25 INCHES OVER SOUTHERNMOST SC...WHICH IS CLOSE TO THE MODEL
CONSENSUS. ONE AND THREE HOUR FLASH FLOOD GUIDANCE VALUES IN THIS
AREA RANGES BETWEEN 2.50 AND 3.50 INCHES...WITH THE HIGHEST
AMOUNTS ACROSS SOUTHEAST GA AND SOUTHERNMOST SC. MOST OF THE
RAINFALL IS EXPECTED TO BE STRATIFORM IN NATURE (WITH CONVECTIVE
ELEMENTS MIXED IN)...SO AT THIS POINT ORGANIZED FLASH FLOODING
DOES NOT APPEAR LIKELY. LOCALLY HEAVY RAINFALL IS EXPECTED...BUT
MAY BE MORE OF A FLOOD VS FLASH FLOOD PROBLEM.

THE NORTHERN EXTENT OF THE PRECIPITATION WAS EDGED FURTHER
NORTH...ALONG WITH THE MODEL CONSENSUS. THE TRACK OF THE SURFACE
LOW IS OFF THE NC COAST (AND THERE IS BETTER MODEL AGREEMENT WITH
RESPECT THE TRACK OF THE SURFACE LOW)...WHICH FAVORS KEEPING THE
0.25 INCH QPF LINE ACROSS SOUTHERN VA AND THE SOUTHERN
DELMARVA...AND MEASURABLE ALONG THE MASON DIXON LINE. IT SHOULD BE
NOTED THAT THE 00Z NAM/21Z SREF MEAN BRINGS THESE LINE FURTHER
NORTH...BUT AT THIS TIME THESE SOLUTIONS LOOK LIKE LOW PROBABILITY
EVENTS.

SNOW AND ICE ARE EXPECTED ACROSS A GOOD PORTION OF THE AREA.

A SHORT WAVE TRACKING FROM WESTERN CANADA ACROSS THE NORTHERN AND
CENTRAL ROCKIES PROVIDES SYNOPTIC SCALE LIFT ABOVE AN ARCTIC FRONT
BANKED UP AGAINST THE TERRAIN. THE COMBINATION OF THE LIFT AND
UPSLOPE FLOW IS EXPECTED TO PRODUCE AN AXIS OF QPF ACROSS THE
CENTRAL AND SOUTHERN ROCKIES. FOR THE MOST PART...THERE WAS DECENT
AGREEMENT WITH RESPECT TO THE TRACK OF THE SHORT WAVE AND THE
MAGNITUDE OF THE UPSLOPE...SO THE WPC QPF WAS BASED ON A BLEND OF
THE 00Z GFS/12Z ECMWF...WITH SOME 21Z SREF MEAN USED TO BETTER
DEPICT HIGHER TERRAIN QPF MAXIMA.

THE LIFT IS NOT OVERLY IMPRESSIVE WITH THE SHORT WAVE AS IT TRACKS
SOUTHEAST ALONG THE NORTHERN AND CENTRAL ROCKIES...BUT THE LIFT IS
AUGMENTED BY DIVERGENCE IN THE LEFT FRONT QUADRANT OF JET 90 KNOT
JET STREAK DIVING IN BEHIND THE SHORT WAVE. THE LIFT WILL NOT HAVE
MUCH MOISTURE TO TAP...AS PRECIPITABLE WATER VALUES IN THE COLUMN
GENERALLY REMAIN BELOW 0.25 INCHES. ACROSS THE NORTHERN
ROCKIES...THIS EQUATES TO A LARGE AREA OF 0.10 TO 0.25 INCHES QPF
EXTENDING FROM WESTERN MT THROUGH MUCH OF WY. AS AN ARCTIC FRONT
BECOMES BANKED UP AGAINST THE NORTHERN ROCKIES...THE UPSLOPE FLOW
AUGMENTS THE MOISTURE IN THE COLUMN...PRODUCING AXES OF 0.25 TO
0.50 INCHES OF QPF ACROSS THE ROCKY MOUNTAIN FRONT RANGE IN
MT...AS WELL AS THE GRAND TETONS AND BIG HORN RANGES IN WY.

FURTHER SOUTH...WHERE THE UPSLOPE FLOW BEHIND THE ARCTIC FRONT IS
STRONGER...THE AXIS OF 0.25 TO 0.50 INCHES OF QPF IS
