  RECENTLY SATURATED GROUNDS COULD LEAD TO INCREASED LIKELIHOOD
  OF WEAKLY ROOTED TREES FALLING...CAUSING POSSIBLE POWER
  OUTAGES. OUTDOOR OBJECTS SUCH AS TRASH CANS MAY BE BLOWN
  AROUND AND POSSIBLY DAMAGED. TRAVEL ON EAST-WEST ROADS MAY
