WATERS EARLY THIS MORNING...RESULTING IN CONDITIONS HAZARDOUS TO
SMALL CRAFT. WINDS WILL DECREASE LATER THIS MORNING...STRENGTHENING
AGAIN THIS AFTERNOON TO 20 TO 25 KT. WINDS WILL DIMINISH LATE
