* WHERE...In Minnesota, Winona County. In Wisconsin, Clark, Taylor,
  Buffalo, Jackson, La Crosse, Monroe, and Trempealeau Counties.

* WHEN...From 1 PM to 10 PM CDT Tuesday.

* IMPACTS...Gusty winds will blow around unsecured objects. Tree
  limbs could be blown down and a few power outages may result.
