* WIND CHILL VALUES...20 BELOW TO 25 BELOW ZERO OVERNIGHT INTO
  FRIDAY MORNING.

* OTHER IMPACTS...FROST BITE CAN OCCUR IN 15 TO 30 MINUTES ON
  EXPOSED SKIN AT THE LOWER END OF THESE WIND CHILL VALUES.
  EXTENDED EXPOSURE WITHOUT PROPER CLOTHING WILL INCREASE THE RISK
  OF HYPOTHERMIA.
