NOVEMBER 2016 FINISHED MUCH WARMER THAN NORMAL ACROSS SOUTHEAST
WASHINGTON INTO THE SOUTH IDAHO PANHANDLE WITH PRECIPITATION BELOW
NORMAL.  THE FIRST HALF OF THE MONTH WAS EXCEPTIONALLY MILD WITH
TEMPERATURES ON MOST DAYS 5 TO 15 DEGREES ABOVE NORMAL.  HIGH
TEMPERATURES IN THE UPPER 50S TO MID 60S WERE COMMON WITH LOW
TEMPERATURES IN THE 40S IN LEWISTON.  ON THE 15TH WINDY CONDITIONS
OCCURRED WITH A PEAK WIND GUST OF 42 MPH AT THE PULLMAN AIRPORT. THE
NEXT DAY ON THE 16TH LEWISTON FINALLY RECEIVED ITS FIRST FREEZE OF
THE SEASON WITH A LOW OF 31 DEGREES.
THIS WAS THE 3RD LATEST FIRST FREEZE ON RECORD DATING BACK TO 1881.
THE PATTERN BEGAN TO CHANGE TOWARDS THE END OF THE MONTH AS A COOLER
NORTHWEST FLOW PATTERN SET UP.  HIGH TEMPERATURES COOLED INTO THE
40S.  THESE COOLER TEMPERATURES COMBINED WITH PASSING WEAK WEATHER
SYSTEMS BROUGHT SNOW TO THE MOUNTAINS.

ONE RECORD WAS SET DURING THE MONTH AT THE LEWISTON AIRPORT.  THE
HIGH TEMPERATURE OF 70 DEGREES ON THE 8TH BROKE A RECORD FOR THE
DATE.
