EXPERIENCE AND PROPERLY EQUIPPED VESSELS. IT IS HIGHLY RECOMMENDED
THAT MARINERS WITHOUT THE PROPER EXPERIENCE SEEK SAFE HARBOR PRIOR
TO THE ONSET OF GALE CONDITIONS.
