* WIND CHILL VALUES...TO 50 BELOW.

* BLOWING SNOW...REDUCING VISIBILITY TO NEAR ZERO AT TIMES.

* TIMING...STRONG WEST WINDS WILL CONTINUE THROUGH NOON TUESDAY.
  COLD WIND CHILLS AND BLIZZARD CONDITIONS WILL CONTINUE THROUGH
  NOON TUESDAY. WINDS WILL DECREASE TUESDAY AFTERNOON AND
  CONDITIONS WILL IMPROVE THEN.

* IMPACTS...EXPOSED FLESH CAN FREEZE IN A SHORT TIME RESULTING
