  HEAVY RAIN DUE TO THUNDERSTORMS EXTENDING ALONG A LINE FROM RIBERA
  SOUTHWARD TOWARD ENCINO. UP TO AN INCH OF RAIN ON ALREADY
  SATURATED SOILS MAY RESULT IN INCREASED RUNOFF AND MINOR FLOODING
  OF ARROYOS AND LOCAL ROADS...INCLUDING STATE HIGHWAY 3.
