* TIMING...WINDS WILL STRENGTHEN BY THE LATE MORNING AND BE AT
  THEIR STRONGEST THROUGH THE AFTERNOON.

* WINDS...SOUTH WINDS WILL RANGE FROM 25 TO 30 MPH WITH GUSTS UP
  TO 45 MPH.

* IMPACTS...DRIVING MAY BECOME DIFFICULT...PARTICULARLY FOR
  MOTORISTS OF HIGH PROFILE VEHICLES ON EAST TO WEST ORIENTED
  ROADWAYS.
