NE GULF WATERS MON FOLLOWED BY FRESH TO STRONG NORTHERLY WINDS
AND BUILDING SEAS OVER MAINLY THE N CENTRAL AND NE GULF. THESE
CONDITIONS WILL DOMINATE MUCH OF THE GULF WATERS THROUGH LATE
