  TO 25 MPH.

* IMPACTS...VISIBILITY WILL FALL TO 1/4 MILE IN PERIODS OF HEAVY
  SNOW. ROAD CONDITIONS WILL BE HAZARDOUS...ESPECIALLY THROUGH
