SYNOPSIS...

FROM MAY 13TH THROUGH MAY 19TH...ANYWHERE FROM 0.50 AND 1.25 INCHES
OF RAIN FELL ACROSS PARTS OF SOUTHEAST MINNESOTA...NORTHEAST
IOWA...AND NORTH-CENTRAL WISCONSIN.  THE HIGHEST RAIN TOTALS WERE
1.15 INCHES 6 MILES SOUTH OF BYRON...MN AND 1.24 INCHES 6 MILES
NORTH OF ROCHESTER...MN.  ELSEWHERE RAIN TOTALS RANGED A TRACE TO A
HALF INCH.  NORMALLY...AROUND 9 TENTHS OF AN INCH FALLS DURING THIS
TIME PERIOD.

DESPITE RECENT RAINS...2 TO 6 INCH PRECIPITATION DEFICITS /SINCE
NOVEMBER 1...2014/ STILL EXIST ACROSS PARTS OF SOUTHEAST
MINNESOTA...NORTHEAST IOWA...AND IN SOUTHWEST...WEST-CENTRAL...AND
NORTH-CENTRAL WISCONSIN.  DUE TO THIS SOME PARTS OF THESE AREAS ARE
STILL EITHER ABNORMALLY DRY /D0/ OR EXPERIENCING A MODERATE DROUGHT
/D1/.

PARTS OF TAYLOR COUNTY IN NORTH-CENTRAL WISCONSIN.

NO DROUGHT TO MODERATE DROUGHT /D1/ ARE FOUND IN ALL OR PARTS OF
DODGE...OLMSTED...AND WABASHA COUNTIES IN SOUTHEAST MINNESOTA...AND
BUFFALO COUNTY IN WEST-CENTRAL WISCONSIN.

ABNORMALLY DRY /D0/ CONDITIONS ARE FOUND IN ALL OR PARTS OF

LOW FIRE DANGER WAS REPORTED IN DODGE...FILLMORE...HOUSTON...
MOWER...OLMSTED...WABASHA...AND WINONA COUNTIES IN SOUTHEAST
MINNESOTA AND IN BUFFALO...CLARK...CRAWFORD...GRANT...LA CROSSE...
RICHLAND...TAYLOR...TREMPEALEAU...AND VERNON COUNTIES IN WISCONSIN.

THEIR AREA BEFORE UNDERTAKING ANY OUTSIDE BURNING.  CITIZENS ARE

RIVER AND STREAM FLOW CONDITIONS.

RECENT DRYNESS HAS CAUSED PORTIONS OF THE KICKAPOO...LA CROSSE...
LEMONWEIR...TURKEY...VOLGA...AND YELLOW /WISCONSIN/ TO DROP TO LESS
THAN 20% OF CLIMATOLOGICAL NORMAL.

CLIMATOLOGICAL SUMMARY...

THROUGH MUCH OF THE 2014-15 WINTER...NORTHWEST FLOW ALOFT KEPT MUCH
OF MINNESOTA AND WISCONSIN DRY. THIS TREND CONTINUED INTO THE SPRING
OF 2015. THIS ALLOWED THE PRECIPITATION DEFICITS TO BUILD INTO 2 TO
4 INCH RANGE ACROSS PARTS OF SOUTHEAST MINNESOTA...AND WEST-CENTRAL
AND NORTH-CENTRAL WISCONSIN...AND FROM 3 TO 6 INCHES ACROSS
SOUTHWEST WISCONSIN AND PARTS OF NORTHEAST IOWA.  THIS RESULTED IN
ABNORMALLY DRY /D0/ TO MODERATE DROUGHT /D1/ CONDITIONS DEVELOPING
ACROSS THESE AREAS.

THE CPC SEASONAL OUTLOOK FOR SUMMER OF 2015 CALLS FOR EQUAL CHANCES
OF BELOW-...NEAR-...AND ABOVE-NORMAL TEMPERATURES AND PRECIPITATION.
 THEIR FORECAST BELOW IS BASED UPON A WEAK EL NINO AND ABNORMALLY-
WARM WATERS IN THE NORTHEAST PACIFIC.

PRECIPITATION/TEMPERATURE OUTLOOKS...

FROM MAY 21ST THROUGH MAY 27TH...BOTH TEMPERATURES AND PRECIPITATION
WILL AVERAGE NEAR-NORMAL.  DURING THIS TIME FRAME...THE DAILY
AVERAGE TEMPERATURES RANGE FROM 57 TO 62 DEGREES AND THE NORMAL
PRECIPITATION IS AROUND 8 TENTHS OF AN INCH.

FROM MAY 28TH THROUGH JUNE 3RD...THE CLIMATE PREDICTION CENTER /CPC/
IS FORECASTING NEAR-NORMAL TEMPERATURES AND ABOVE-NORMAL
PRECIPITATION.  DURING THIS TIME FRAME...THE DAILY AVERAGE
TEMPERATURES RANGE FROM 59 TO 64 DEGREES AND THE NORMAL
PRECIPITATION IS AROUND 9 TENTHS OF AN INCH.
