NANTUCKET ISLAND WAS CLOSEST TO THE CENTER OF ARTHUR THAN ANY POINT
IN MASSACHUSETTS. BY THE EVENING, WINDS BEGAN TO INCREASE. THE
MAXIMUM GUST REPORTED BY ASOS WAS 63 MPH. HOWEVER...AT AN ELEVATION
OF 240 FT...THE WATER TOWER AT WASHING POND ON THE NORTH COAST
RECORDED A GUST TO 80.6 MPH (70 KTS) AT 1142 PM EDT. RAIN COMPLETELY
HELD OFF UNTIL THE LATE AFTERNOON BUT THEN AS THE EYE WALL
APPROACHED...THEY RECEIVED HEAVY RAIN IN THE EVENING AND OVERNIGHT.
ACCORDING TO THE NANTUCKET EMERGENCY MANAGEMENT DIRECTOR...HEAVY
FLOODING...WITH THE WATER UP TO 3 TO 3.5 FEET DEEP IN SOME
AREAS...OCCURRED DUE TO INTENSE RAINFALL THAT COULD NOT RUN OFF INTO
THE HARBOR BECAUSE OF THE HIGH TIDE. THE HIGH TIDE OCCURRED AT 754
PM EDT AND PEAKED AT 0.3 FEET BELOW FLOOD STAGE. THE STORM SURGE ON
THE NORTH COAST PEAKED AT 2 FEET...A LITTLE MORE THAN TWO HOURS
AFTER THE HIGH TIDE. THERE WERE 45+ BOATS THAT EITHER SANK OR WERE
BEACHED. MODERATE EROSION WAS REPORTED...PRIMARILY ALONG THE SOUTH
SHORE. APPROXIMATELY 2750 CUSTOMERS WERE WITHOUT POWER AT THE HEIGHT
OF THE STORM. THERE WERE TWO MAJOR HOUSE FIRES AT THE HEIGHT OF THE
STORM AND SEVERAL TRANSFORMER FIRES THROUGHOUT THE NIGHT.

ACCORDING TO THE DEPUTY FIRE CHIEF IN CHATHAM MA, THERE WERE
APPROXIMATELY 10 TREES DOWNED FROM THE STORM. ONE OF THEM...ON MAIN
STREET...WAS VERY LARGE AND TOOK OUT 3 ELECTRIC POLES...KNOCKING OUT
POWER TO ABOUT 800 PEOPLE FOR 12-14 HOURS. THE MAIN ROAD LEADING
INTO CHATHAM WAS CLOSED DUE TO THIS DOWNED TREE FOR 14-16 HOURS.

A STALLED FRONTAL BOUNDARY IN SOUTHEASTERN MASSACHUSETTS SERVED AS A
FOCUS FOR ENHANCING RAINFALL AS ARTHUR PASSED BY TO THE SOUTH. THE
RAINFALL BECAME VERY INTENSE DURING THE MID-AFTERNOON AND PERSISTED
OVER SOUTHEASTERN PORTION OF BRISTOL COUNTY. SCATTERED THUNDERSTORMS
ALSO OCCURRED. RAINFALL TOTALS BY EVENING REACHED 8 INCHES IN NEW
BEDFORD. THE NATIONAL WEATHER SERVICE IN TAUNTON ISSUED A FLASH
FLOOD EMERGENCY FOR THE SITUATION. NUMEROUS ROADS...INCLUDING A
PORTION OF U.S. ROUTE 6...WERE FLOODED AND CLOSED FOR MANY HOURS.
THERE WERE PHOTOS OF STALLED CARS WITH WATER BEYOND THE TOPS OF
WHEELS. ALSO THERE WERE MANY REPORTS OF FLOODED BASEMENTS. THE
HARDEST HIT COMMUNITIES INCLUDED NEW
BEDFORD...FAIRHAVEN...WESTPORT...FREETOWN...AND DARTMOUTH.

A STALLED FRONTAL BOUNDARY IN SOUTHEASTERN MASSACHUSETTS PROVIDED
THE FOCUS FOR INTENSE RAINFALL AS HURRICANE ARTHUR PASSED TO THE
SOUTH OF THE REGION. HEAVY RAINFALL...WITH SCATTERED
THUNDERSTORMS...FELL FROM LATE MORNING THROUGH EARLY EVENING. ON
AVERAGE...AMOUNTS RANGED FROM 2 TO 4 INCHES IN THE NORTHERN PART OF
PLYMOUTH COUNTY BUT 4 TO 7+ INCHES IN THE SOUTHERN PART OF THE
COUNTY. A SPOTTER IN SOUTHERN PLYMOUTH COUNTY REPORTED 7.20 INCHES
BY 530 PM BUT THERE WAS ADDITIONAL RAINFALL THAT WENT UNREPORTED.
ANOTHER OBSERVER IN MATTAPOISETT REPORTED 7 INCHES BEFORE THE RAIN
GAUGE OVERFLOWED. A CAR WAS STUCK IN FLOOD WATERS ON CRANBERRY
HIGHWAY IN WAREHAM. MORE THAN ONE FOOT OF WATER WAS REPORTED AT THE
INTERSECTION OF LONG POND ROAD AND GUNNERS EXCHANGE ROAD IN
PLYMOUTH. THERE WERE SEVERAL FLOODED BASEMENTS. ALTHOUGH WINDS ONLY
GUSTED TO AROUND 40 MPH...A TREE WAS REPORTED BLOWN DOWN ON
BILLINGTON SEA ROAD IN PLYMOUTH IN THE LATE AFTERNOON.
