DROUGHT INFORMATION STATEMENT

...EXCEPTIONAL DROUGHT CONDITIONS PERSIST IN PORTIONS OF CENTRAL AND
SOUTHWESTERN CALIFORNIA...

SYNOPSIS...

PORTIONS OF CENTRAL AND SOUTHWESTERN CALIFORNIA ARE EXPERIENCING THE
THIRD BELOW AVERAGE RAINFALL SEASON RESULTING IN A REDUCTION IN
RESERVOIR LEVELS...LOWERING GROUNDWATER LEVELS AND DRIER THAN USUAL
VEGETATION INTO WINTER THAT IS CONTRIBUTED TO HEIGHTENED WILDFIRE
CONCERNS. THESE CONDITIONS WERE ELEVATED TO AN EXTREME DROUGHT
DEPICTION (D3) ON THE U.S. DROUGHT MONITOR MAPS WITHIN SAN LUIS
OBISPO AND SANTA BARBARA COUNTIES IN MID SEPTEMBER 2013. ON NOVEMBER
19 2013 EXTREME DROUGHT (D3) WAS EXPANDED TO INCLUDE THE SAN JOAQUIN
VALLEY IN CENTRAL CALIFORNIA. ON JANUARY 14 2014 EXTREME DROUGHT
(D3) WAS EXPANDED IN CALIFORNIA. IN FEBRUARY EXCEPTIONAL DROUGHT
(D4) WAS INTRODUCED INTO CENTRAL CA WHILE EXTREME DROUGHT (D3) WAS
EXPANDED IN SOUTHWESTERN CALIFORNIA. THE U.S. DROUGHT MONITOR
CLASSIFIES DROUGHT INTO FIVE CATEGORIES OF INCREASING SEVERITY:
ABNORMALLY DRY (D0)...MODERATE DROUGHT (D1)...SEVERE DROUGHT
(D2)...EXTREME DROUGHT (D3)...AND EXCEPTIONAL DROUGHT (D4).

ON JANUARY 17 2014 CALIFORNIA GOVERNOR JERRY BROWN DECLARED A
DROUGHT STATE OF EMERGENCY IN CALIFORNIA. THE FULL TEXT OF THE

SUMMARY OF IMPACTS...

THE INCREASED DRYNESS IN THE SOUTHWESTERN U.S. HAS LED TO INCREASED
WILDFIRE POTENTIAL...ESPECIALLY ACROSS SOUTHERN CALIFORNIA.

MANY CITIES AND WATER PURVEYORS HAVE REQUESTED VOLUNTARY WATER USE
CUTBACKS OF THEIR USERS.

THE CITY OF SANTA BARBARA IS CONTEMPLATING THE OPERATION OF A
DESALINATION PLANT THAT WAS BUILT IN THE LATE 1980`S AND SHUT DOWN
IN THE EARLY 1990`S.

FOLLOWING IS A SUMMARY OF RESERVOIR LEVELS IN CENTRAL AND
SOUTHWESTERN CALIFORNIA. MOST RESERVOIRS HAD SMALL INCREASES IN
STORAGE CAPACITY FOLLOWING THE RAIN STORMS OF LATE FEBRUARY AND
EARLY MARCH.

GIBRALTAR RESERVOIR IN SANTA BARBARA COUNTY IS CURRENTLY AT 35.9% OF
ITS STORAGE CAPACITY.

JAMESON RESERVOIR IN SANTA BARBARA COUNTY IS CURRENTLY AT 28.8% OF
ITS STORAGE CAPACITY.

CACHUMA RESERVOIR IN SANTA BARBARA COUNTY IS CURRENTLY AT 39.6% OF
ITS STORAGE CAPACITY.

TWITCHELL RESERVOIR IN SANTA BARBARA AND SAN LUIS OBISPO COUNTY IS
CURRENTLY ONLY AT 0.3% OF ITS STORAGE CAPACITY.

LAKE NACIMIENTO IN SAN LUIS OBISPO COUNTY IS CURRENTLY ONLY AT 23%
OF ITS STORAGE CAPACITY.

LAKE SAN ANTONIO IN SAN LUIS OBISPO COUNTY IS CURRENTLY ONLY AT 5%
OF ITS STORAGE CAPACITY.

LOPEZ LAKE IN SAN LUIS OBISPO COUNTY IS CURRENTLY AT 56% OF ITS
STORAGE CAPACITY.

IT HAS BEEN REPORTED THAT CATTLE RANCHERS IN SAN LUIS OBISPO AND
SANTA BARBARA COUNTIES HAVE BEEN FORCED TO SUPPLEMENT THE DIET OF
THEIR HERDS WITH PURCHASED ALFALFA AND HAY SINCE NATURAL GRASS
SOURCES ARE LACKING DUE TO THE CONTINUING DROUGHT CONDITIONS.

CLIMATE SUMMARY...

CURRENT WATER YEAR (JULY 2013 THROUGH FEB 2014) RAINFALL TOTALS FOR
SELECTED LOCATIONS ARE:

SAN LUIS OBISPO 6.90 INCHES OR 40% OF NORMAL TO DATE
SANTA BARBARA   5.20 INCHES OR 40% OF NORMAL TO DATE
OXNARD          4.64 INCHES OR 40% OF NORMAL TO DATE
LOS ANGELES     4.55 INCHES OR 41% OF NORMAL TO DATE

PRECIPITATION/TEMPERATURE OUTLOOK...

NOAAS NATIONAL WEATHER SERVICE CLIMATE PREDICTION CENTER OUTLOOK FOR
THE NEXT 30 DAYS IS INDICATING EQUAL CHANCES FOR BELOW
NORMAL...NORMAL AND ABOVE NORMAL PRECIPITATION AND ABOVE NORMAL
TEMPERATURES. THIS MEANS SLIGHTLY ABOVE NORMAL TEMPERATURES AND NEAR
NORMAL PRECIPITATION CONDITIONS WILL PREVAIL ACROSS THE AREA INTO
EARLY SPRING.

HYDROLOGIC SUMMARY AND OUTLOOK...

WITH BELOW NORMAL TO NEAR NORMAL PRECIPITATION EXPECTED OVER THE
AREA FOR THE FORESEEABLE FUTURE...NO SIGNIFICANT INCREASE IN AREA
RIVERS AND RESERVOIRS IS EXPECTED.

NEXT ISSUANCE DATE...

THE NEXT DROUGHT INFORMATION STATEMENT WILL BE ISSUED IN MID APRIL 2014
OR SOONER IF NECESSARY IN RESPONSE TO SIGNIFICANT CHANGES IN
CONDITIONS.
