DROUGHT INFORMATION STATEMENT

...EXCEPTIONAL DROUGHT CONDITIONS PERSIST IN PORTIONS OF CENTRAL AND
SOUTHWESTERN CALIFORNIA...

SYNOPSIS...

PORTIONS OF CENTRAL AND SOUTHWESTERN CALIFORNIA ARE EXPERIENCING THE
THIRD BELOW AVERAGE RAINFALL SEASON RESULTING IN A REDUCTION IN
RESERVOIR LEVELS...LOWERING GROUNDWATER LEVELS AND DRIER THAN USUAL
VEGETATION THAT HAS CONTRIBUTED TO HEIGHTENED WILDFIRE CONCERNS.
THESE CONDITIONS WERE ELEVATED TO AN EXTREME DROUGHT DEPICTION (D3)
ON THE U.S. DROUGHT MONITOR MAPS WITHIN SAN LUIS OBISPO AND SANTA
BARBARA COUNTIES IN MID SEPTEMBER 2013. ON NOVEMBER 19 2013 EXTREME
DROUGHT (D3) WAS EXPANDED TO INCLUDE THE SAN JOAQUIN VALLEY IN
CENTRAL CALIFORNIA. ON JANUARY 14 2014 EXTREME DROUGHT (D3) WAS
EXPANDED IN CALIFORNIA. IN FEBRUARY EXCEPTIONAL DROUGHT (D4) WAS
INTRODUCED INTO CENTRAL CA WHILE EXTREME DROUGHT (D3) WAS EXPANDED
IN SOUTHWESTERN CALIFORNIA. IN EARLY JULY EXCEPTIONAL DROUGHT (D4)
WAS EXPANDED ACROSS VENTURA COUNTY AND ACROSS A LARGE PORTION OF LOS
ANGELES AND ORANGE COUNTIES. THE U.S. DROUGHT MONITOR CLASSIFIES
DROUGHT INTO FIVE CATEGORIES OF INCREASING SEVERITY: ABNORMALLY DRY
(D0)...MODERATE DROUGHT (D1)...SEVERE DROUGHT (D2)...EXTREME DROUGHT
(D3)...AND EXCEPTIONAL DROUGHT (D4).

ON JANUARY 17 2014 CALIFORNIA GOVERNOR JERRY BROWN DECLARED A
DROUGHT STATE OF EMERGENCY IN CALIFORNIA. THE FULL TEXT OF THE

ON APRIL 25 2014 CALIFORNIA GOVERNOR JERRY BROWN ISSUED AN EXECUTIVE
ORDER TO REDOUBLE STATE DROUGHT ACTIONS. THE FULL TEXT OF THE

ON JULY 15 2014 THE CALIFORNIA STATE WATER RESOURCES CONTROL BOARD
APPROVED AN EMERGENCY REGULATION TO ENSURE AGENCIES AND STATE
RESIDENTS INCREASE WATER CONSERVATION. LOCAL AGENCIES COULD ASK
COURTS TO FINE WATER USERS UP TO $500 PER DAY FOR FAILURE TO
IMPLEMENT CONSERVATION REQUIREMENTS. THE TEXT OF THIS REGULATION CAN

SUMMARY OF IMPACTS...

THE INCREASED DRYNESS IN THE SOUTHWESTERN U.S. HAS LED TO INCREASED
WILDFIRE POTENTIAL...ESPECIALLY ACROSS SOUTHERN CALIFORNIA.

ACCORDING TO THE ASSOCIATION OF CALIFORNIA WATER AGENCIES THE
FOLLOWING LOCAL WATER AGENCIES HAVE INSTITUTED EITHER MANDATORY
WATER RESTRICTIONS OR HAVE DECLARED SOME LEVEL OF WATER ALERT:
ATASCADERO MUTUAL WATER AGENCY...CAMBRIA COMMUNITY SERVICES
DISTRICT...CITY OF ARROYO GRANDE...CITY OF MORRO BAY...CITY OF
PISMO BEACH...CITY OF SIERRA MADRE...LOS ANGELES DEPARTMENT OF WATER
AND POWER...MONTECITO WATER DISTRICT...CITY OF LONG BEACH...CITY OF
SANTA BARBARA...LAS VIRGENES MUNICIPAL WATER DISTRICT...CITY OF
AVALON...AND TEMPLETON COMMUNITY SERVICES DISTRICT.

ALSO ACCORDING TO THE ASSOCIATION OF CALIFORNIA WATER AGENCIES
NUMEROUS LOCAL CITIES AND LOCAL WATER AGENCIES IN SAN LUIS
OBISPO...SANTA BARBARA...VENTURA AND LOS ANGELES COUNTIES HAVE
ENACTED VOLUNTARY WATER CONSERVATION MEASURES.

THE SAN LUIS OBISPO COUNTY BOARD OF SUPERVISORS OFFICIALLY DECLARED
A LOCAL DROUGHT EMERGENCY ON MARCH 11 2014. ADDITIONALLY THE CITY OF
LONG BEACH...THE CITY OF SANTA BARBARA...AND THE COUNTY OF SANTA
BARBARA HAVE ALSO DECLARED LOCAL DROUGHT EMERGENCIES.

FOLLOWING IS A SUMMARY OF RESERVOIR LEVELS IN CENTRAL AND
SOUTHWESTERN CALIFORNIA.

GIBRALTAR RESERVOIR IN SANTA BARBARA COUNTY IS CURRENTLY AT 30.1% OF
ITS STORAGE CAPACITY.

JAMESON RESERVOIR IN SANTA BARBARA COUNTY IS CURRENTLY AT 28.1% OF
ITS STORAGE CAPACITY.

CACHUMA RESERVOIR IN SANTA BARBARA COUNTY IS CURRENTLY AT 34.1% OF
ITS STORAGE CAPACITY.

TWITCHELL RESERVOIR IN SANTA BARBARA AND SAN LUIS OBISPO COUNTY IS
CURRENTLY ONLY AT 0.1% OF ITS STORAGE CAPACITY.

LAKE NACIMIENTO IN SAN LUIS OBISPO COUNTY IS CURRENTLY ONLY AT 19%
OF ITS STORAGE CAPACITY.

LAKE SAN ANTONIO IN SAN LUIS OBISPO COUNTY IS CURRENTLY ONLY AT 4%
OF ITS STORAGE CAPACITY.

LOPEZ LAKE IN SAN LUIS OBISPO COUNTY IS CURRENTLY AT 50.1% OF ITS
STORAGE CAPACITY.

IT HAS BEEN REPORTED THAT CATTLE RANCHERS IN SAN LUIS OBISPO...SANTA
BARBARA...VENTURA...AND LOS ANGELES COUNTIES HAVE BEEN FORCED TO
SUPPLEMENT THE DIET OF THEIR HERDS WITH PURCHASED ALFALFA AND HAY
SINCE NATURAL GRASS SOURCES ARE LACKING DUE TO THE CONTINUING
DROUGHT CONDITIONS.

CLIMATE SUMMARY...

CURRENT WATER YEAR (JULY 2013 THROUGH JUNE 2014) RAINFALL TOTALS FOR
SELECTED LOCATIONS ARE:

SAN LUIS OBISPO 10.55 INCHES OR 46% OF NORMAL TO DATE
SANTA BARBARA    6.56 INCHES OR 37% OF NORMAL TO DATE
OXNARD           5.87 INCHES OR 38% OF NORMAL TO DATE
LOS ANGELES      6.08 INCHES OR 41% OF NORMAL TO DATE

PRECIPITATION/TEMPERATURE OUTLOOK...

NOAAS NATIONAL WEATHER SERVICE CLIMATE PREDICTION CENTER OUTLOOK FOR
THE NEXT 30 DAYS IS INDICATING EQUAL CHANCES FOR BELOW
NORMAL...NORMAL AND ABOVE NORMAL PRECIPITATION AND ABOVE NORMAL
TEMPERATURES. THIS MEANS SLIGHTLY ABOVE NORMAL TEMPERATURES AND NEAR
NORMAL PRECIPITATION CONDITIONS WILL PREVAIL ACROSS THE AREA THROUGH
SUMMER.

HYDROLOGIC SUMMARY AND OUTLOOK...

WITH BELOW NORMAL TO NEAR NORMAL PRECIPITATION EXPECTED OVER THE
AREA FOR THE FORESEEABLE FUTURE...NO SIGNIFICANT INCREASE IN AREA
RIVERS AND RESERVOIRS IS EXPECTED.

NEXT ISSUANCE DATE...

THE NEXT DROUGHT INFORMATION STATEMENT WILL BE ISSUED IN MID AUGUST 2014
OR SOONER IF NECESSARY IN RESPONSE TO SIGNIFICANT CHANGES IN
CONDITIONS.
