...RIVERS RUNNING AGAIN THROUGH WEST TEXAS AFTER MORE THAN FOUR
YEARS OF DROUGHT...

SYNOPSIS...
EXTREMELY WET AND COOL WEATHER OVER THE PAST 30 DAYS HAS ALLOWED
FURTHER EASING OF THE LONG-TERM DROUGHT CONDITIONS IMPACTING THE
ROLLING PLAINS AND EXTREME SOUTHEAST TEXAS PANHANDLE. ONLY A
SLIVER OF D2...SEVERE DROUGHT...WAS LEFT ACROSS NORTHEASTERN KING
AND EASTERN COTTLE COUNTIES ACCORDING TO THE LATEST US DROUGHT
MONITOR PRODUCT. FURTHER DROUGHT REDUCTION IS LIKELY OVER THE
COMING WEEKS AND MONTHS. THIS WILL BE THE FINAL DROUGHT
INFORMATION STATEMENT UNTIL CONDITIONS DETERIORATE.

CLIMATE SUMMARY...
RAINFALL SINCE EARLY MAY HAS BEEN 6 TO 8 INCHES ABOVE NORMAL
THROUGH MUCH OF THIS REGION AND ALL INDICATIONS ARE FOR THE WET
PATTERN TO REMAIN. TEMPERATURES ALSO HAVE AVERAGED 2 TO 3 DEGREES
COOLER THAN NORMAL. ABUNDANT CLOUDINESS COMBINED WITH ELEVATED
HUMIDITY HAS CONTRIBUTED TO BELOW NORMAL EVAPORATION RATES AND
ALSO LIMITED WATERING NEEDS.

PRECIPITATION/TEMPERATURE OUTLOOK...
ABOVE NORMAL PRECIPITATION AND BELOW NORMAL TEMPERATURES ARE
ANTICIPATED IN ALL PERIODS OF OUTLOOK...INCLUDING THROUGH THIS
WEEKEND...THE UPCOMING 10 TO 14 DAYS...OVER THE NEXT 30 DAYS...
AND THROUGH THE JUNE THROUGH AUGUST SUMMER PERIOD. A STRENGTHENING
EL NINO PATTERN IN THE TROPICAL EASTERN PACIFIC OCEAN WAS
COMBINING WITH A BLOCKING UPPER RIDGE OVER WESTERN CANADA AND
EASTERN ALASKA WHICH WAS DRIVING STRONGER THAN NORMAL PACIFIC
STORMS ACROSS THE SOUTHWEST INTO WEST TEXAS. BY MID TO LATE
JUNE...UPPER LEVEL HIGH PRESSURE LIKELY WILL GRADUALLY GAIN
STRENGTH. THIS SHOULD EVOLVE INTO A MORE TYPICAL WARM SUMMER
WEATHER PATTERN THOUGH WITH OCCASIONAL HEAVY RAIN EVENTS
POTENTIALLY TIED IN WITH A POSSIBLY ACTIVE MONSOON.

HYDROLOGIC SUMMARY AND OUTLOOK...
RESERVOIRS HAVE BEEN THE SLOWEST TO RECOVER FROM THE LONG-TERM
DROUGHT. BUT IN RECENT WEEKS...THE VERY WET PATTERN HAS SATURATED
AREA SOILS CAUSING RIVERS AND SMALL STREAMS TO FLOW THROUGHOUT THE
AREA. AND RESERVOIRS FINALLY HAVE BEGUN SHOWING SIGNIFICANT
IMPROVEMENTS. SINCE LATE APRIL...THE MAJORITY OF RESERVOIRS HAVE
RISEN ON THE ORDER OF 10 TO 14 FEET...ALONG WITH A SIGNIFICANT
INCREASE IN CAPACITY. THE EXCEPTION CONTINUED TO BE A SLOWER
IMPROVEMENT FOR LAKE MEREDITH...ALTHOUGH THIS RESERVOIR HAS RISEN
NEARLY 2 FEET WITH CAPACITY NOW UP TO 7 PERCENT. THE MAJORITY OF
HEAVY RAIN SYSTEMS THUS FAR HAVE OCCURRED TO THE SOUTH AND EAST OF
LAKE MEREDITH WHICH IS LOCATED IN THE CENTRAL PANHANDLE. FURTHER
IMPROVEMENT IN RESERVOIRS IS EXPECTED FOR THE COMING WEEKS.
