ZERO AND THE HIGH WAS 4 ABOVE. THIS GIVES A MEAN OF 3 BELOW ZERO.
THESE WERE ALL RECORDS FOR JANUARY 7. THE RECORD LOW WAS 5 BELOW
FROM 1884, THE RECORD COLD HIGH WAS 12 ABOVE FROM 1912, AND THE
