...DROUGHT STATE OF EMERGENCY CONTINUES FOR CALIFORNIA...

SYNOPSIS...
GOVERNOR BROWN DECLARED A DROUGHT STATE OF EMERGENCY FOR CALIFORNIA
ON JANUARY 17, 2014. ON APRIL 25, 2014 GOVERNOR BROWN ISSUED A
PROCLAMATION ON THE CONTINUATION OF THE DROUGHT EMERGENCY. THIS
EXECUTIVE ORDER STRENGTHENED THE STATE`S ABILITY TO MANAGE WATER AND
HABITAT EFFECTIVELY IN DROUGHT CONDITIONS. GOVERNOR BROWN STATED
THAT CALIFORNIANS STEPPED UP DURING THIS DROUGHT AND SAVED MORE
WATER THAN EVER BEFORE...BUT NOW WE KNOW DROUGHT IS BECOMING A
REGULAR OCCURRENCE AND WATER CONSERVATION MUST BE A PART OF OUR
EVERYDAY LIFE.

ACCORDING TO THE U.S. DROUGHT MONITOR, AREAS OF INLAND CALIFORNIA
NORTH OF HIGHWAY 50 WERE IN D1 TO D2 MODERATE/SEVERE DROUGHT...WITH
AREAS SOUTH OF HIGHWAY 50 D3/D4 EXTREME/EXCEPTIONAL. THE DROUGHT
CLASSIFICATIONS ARE DUE IN LARGE PART TO THE LONG TERM PRECIPITATION
DEFICIT, DRYING WELLS AND LOCAL IMPACTS.

LOCAL WATER AGENCIES HAVE ENACTED MANDATORY OR VOLUNTEER WATER
RESTRICTIONS ACROSS THE STATE. FOR MORE INFORMATION ABOUT SPECIFIC

SUMMARY OF IMPACTS...

GOVERNOR BROWN HAS ORDERED MANDATORY WATER REDUCTIONS OF 25 PERCENT
IN CITIES AND TOWNS ACROSS THE STATE. THIS IS THE FIRST TIME IN
STATE HISTORY THAT A GOVERNOR HAS IMPLEMENTED SUCH REDUCTIONS.

THE STATE WATER BOARD ADOPTED EMERGENCY REGULATIONS REQUIRING AN
IMMEDIATE 25 PERCENT REDUCTION IN OVERALL POTABLE URBAN WATER USE
STATEWIDE.

MANY COUNTIES ARE UTILIZING CDAA (CA DISASTER ASSISTANCE ACT) MONIES
TO SUPPORT THE DROUGHT SUCH AS SUPPLYING HOMES WHO`S WELLS HAVE
RUN DRY WITH WATER FOR DRINKING AND SANITATION.

ALL THE COUNTIES WITHIN NORTHERN INTERIOR CALIFORNIA REMAIN
DESIGNATED AS PRIMARY NATURAL DISASTER AREAS BY THE U.S. DEPARTMENT
OF AGRICULTURE DUE TO DAMAGES AND LOSSES CAUSED BY THE DRY
CONDITIONS. GOVERNMENT PROGRAMS INCLUDE ASSISTANCE PAYMENTS AND
EMERGENCY LOANS FOR FARMERS AND RANCHERS.

NASA SATELLITE DATA SHOWS LAND IN THE SAN JOAQUIN VALLEY IS SINKING
FASTER THAN EVER BEFORE, NEARLY 2 INCHES PER MONTH IN SOME LOCATIONS
DUE TO INCREASED WELL WATER PUMPING.

CLIMATE SUMMARY...THE 2016 WATER YEAR WAS MIXED WITH ABOVE NORMAL
RAINFALL FOR NORTHERN AND MOUNTAIN AREAS AND BELOW FOR MANY VALLEY
LOCATIONS. ONE NORMAL WATER YEAR IS GOOD FOR WATER SUPPLY
CONDITIONS; HOWEVER NOT A GOOD INDICATOR OF STATE WIDE WATER
IMPROVEMENT.

THE 2017 WATER YEAR WHICH BEGAN OCT 1ST HAS SEEN ABOVE NORMAL
RAINFALL FOR NORTHERN CALIFORNIA. THE NORTHERN SIERRA 8 STATION
PRECIPITATION INDEX THROUGH OCT 21ST IS AT 283% OF NORMAL. THE 5
STATION SAN JOAQUIN BASIN INDEX IS AT 224% OF NORMAL.

PRECIPITATION/TEMPERATURE OUTLOOK...

THE WET SEASON HAS BEGUN OVER NORTHERN CALIFORNIA AND IS OFF TO A
GOOD START WITH ABOVE NORMAL OCTOBER PRECIPITATION. THE CURRENT
NEUTRAL ENSO HAS A 70 PERCENT CHANCE TO TRANSITION TO LA NINA DURING
THE FALL AND WINTER.

PAST LA NINA YEARS HAVE RESULTED IN A WIDE DISTRIBUTION OF OUTCOMES
FOR NORTHERN CALIFORNIA AND THERE IS NO STRONG WET OR DRY SIGNAL.

THE LONG TERM CLIMATE OUTLOOK SHOWS NO CLEAR SIGNAL FOR ABOVE/BELOW
OR NORMAL PRECIPITATION THROUGH THE WINTER. TEMPERATURES ARE
EXPECTED TO BE ABOVE NORMAL THROUGH THE WINTER.

HYDROLOGIC SUMMARY AND OUTLOOK... RESERVOIR STORAGE FOR THE
SACRAMENTO RIVER BASIN IS AT 105% OF AVERAGE.

NEXT ISSUANCE DATE... THE NEXT SCHEDULED PRODUCT WILL BE ISSUED IN
LATE NOVEMBER OR SOONER IF NECESSARY IN RESPONSE TO SIGNIFICANT
CHANGES IN CONDITIONS.
