...DROUGHT STATE OF EMERGENCY CONTINUES FOR CALIFORNIA...

SYNOPSIS...
GOVERNOR BROWN DECLARED A DROUGHT STATE OF EMERGENCY FOR CALIFORNIA
ON JANUARY 17, 2014. ON APRIL 25, 2014 GOVERNOR BROWN ISSUED A
PROCLAMATION ON THE CONTINUATION OF THE DROUGHT EMERGENCY. THIS
EXECUTIVE ORDER STRENGTHENED THE STATE`S ABILITY TO MANAGE WATER AND
HABITAT EFFECTIVELY IN DROUGHT CONDITIONS AND CALLED FOR ALL
CALIFORNIANS TO REDOUBLE THEIR EFFORTS TO CONSERVE WATER.

ACCORDING TO THE U.S. DROUGHT MONITOR, MUCH OF INLAND CALIFORNIA IS
IN D4-EXCEPTIONAL DROUGHT. ALTHOUGH...IMPROVEMENT TO D1-MODERATE
DROUGHT OVER THE EXTREME NORTHERN SACRAMENTO VALLEY AND D-2 SEVERE
HAS OCCURRED OVER THE WINTER. THE DROUGHT CLASSIFICATIONS ARE DUE IN
LARGE PART TO THE PRECIPITATION DEFICIT, LOW RESERVOIR LEVELS AND
LOCAL IMPACTS.

SEVERAL COUNTIES HAVE ISSUED LOCAL DROUGHT EMERGENCY PROCLAMATIONS
IN RESPONSE TO THE DETERIORATING SITUATION INCLUDING BUTTE, EL
DORADO, GLENN, LAKE, SAN JOAQUIN, SHASTA, SUTTER, TUOLUMNE, PLUMAS
AND YUBA.

SEVERAL CITIES CONTINUE IN A DROUGHT EMERGENCY, LIVE OAK IN SUTTER
COUNTY, LODI, MANTECA AND RIPON IN SAN JOAQUIN COUNTY,
PORTOLA(PLUMAS COUNTY) AND WEST SACRAMENTO.

SEVERAL SPECIAL DISTRICTS HAVE ISSUED LOCAL EMERGENCY DECLARATIONS
INCLUDING LAKE DON PEDRO COMMUNITY SERVICES DISTRICT, NEVADA
IRRIGATION DISTRICT, PLACER COUNTY WATER AGENCY, TWAIN HARTE
COMMUNITY SERVICES DISTRICT,  MOUNTAIN HOUSE COMMUNITY SERVICE
DISTRICT AND TUOLUMNE UTILITY DISTRICT. COUNTY DROUGHT TASK FORCES
HAVE BEEN ESTABLISHED IN BUTTE, LAKE, NEVADA, PLACER, PLUMAS,
SACRAMENTO, SAN JOAQUIN, STANISLAUS, SUTTER, TEHAMA, TUOLUMNE AND
YOLO COUNTIES TO COORDINATE LOCAL DROUGHT RESPONSE. THE GOVERNORS
DROUGHT TASK FORCE MEETS DAILY TO TAKE ACTIONS THAT CONSERVE WATER
AND COORDINATE STATE RESPONSE TO THE DROUGHT.

LOCAL WATER AGENCIES HAVE ENACTED MANDATORY OR VOLUNTEER WATER

SUMMARY OF IMPACTS...

GOVERNOR BROWN HAS ORDERED MANDATORY WATER REDUCTIONS OF 25 PERCENT
IN CITIES AND TOWNS ACROSS THE STATE. THIS IS THE FIRST TIME IN
STATE HISTORY THAT A GOVERNOR HAS IMPLEMENTED SUCH REDUCTIONS.

THE STATE WATER BOARD ADOPTED EMERGENCY REGULATIONS REQUIRING AN
IMMEDIATE 25 PERCENT REDUCTION IN OVERALL POTABLE URBAN WATER USE
STATEWIDE.

AGRICULTURAL IMPACTS INCLUDE SOME FARMERS REMOVING TREES FROM THEIR
ORCHARDS OR LEAVING THEIR LAND UNPLANTED. SUTTER COUNTY HAS REPORTED
THE LOSS OF 1100 AGRICULTURAL JOBS RELATED TO THE DROUGHT.

MANY COUNTIES ARE UTILIZING CDAA (CA DISASTER ASSISTANCE ACT) MONIES
TO SUPPORT THE DROUGHT SUCH AS SUPPLYING HOMES WHO`S WELLS HAVE
RUN DRY WITH WATER FOR DRINKING AND SANITATION.

STANISLAUS COUNTY CONTINUES TO HAVE NEW WELLS DRYING UP. 6 NEW
HOUSEHOLDS HAVE BEEN ADDED TO THE WATER TANK PROGRAM. THESE HOUSES
ARE DEPENDENT ON TRUCKING WATER IN FOR ROUTINE DAILY USE.

THE STATE WATER BOARD ADOPTED EMERGENCY REGULATIONS TO REDUCE URBAN
OUTDOOR WATER USE. THIS ESTABLISHES INDIVIDUAL TEMPORARY
PROHIBITIONS LIKE LAWN-WATERING THAT CAUSES RUNOFF...HOSING DOWN
DRIVEWAYS AND USING DECORATIVE FOUNTAINS THAT DON`T RECIRCULATE
WATER. VIOLATIONS MAY BE PUNISHABLE BY FINES UP TO $500.

ALL THE COUNTIES WITHIN NORTHERN INTERIOR CALIFORNIA REMAIN
DESIGNATED AS PRIMARY NATURAL DISASTER AREAS BY THE U.S. DEPARTMENT
OF AGRICULTURE DUE TO DAMAGES AND LOSSES CAUSED BY THE DRY
CONDITIONS. GOVERNMENT PROGRAMS INCLUDE ASSISTANCE PAYMENTS AND
EMERGENCY LOANS FOR FARMERS AND RANCHERS.

A FULLY OCCUPIED HOUSING DEVELOPMENT APPROX 50 HOMES IN ARBUCKLE,
COLUSA COUNTY HAS A DRY WELL.

THE DROUGHT`S ECONOMIC TOLL TO CALIFORNIA IS ESTIMATED AT 2.7
BILLION IN 2015 AND WILL ELIMINATE MORE THAN 21,000 JOBS PER REPORT
OF THE UC DAVIS CENTER FOR WATERSHED SCIENCES.

NASA SATELLITE DATA SHOWS LAND IN THE SAN JOAQUIN VALLEY IS SINKING
FASTER THAN EVER BEFORE, NEARLY 2 INCHES PER MONTH IN SOME LOCATIONS
DUE TO INCREASED WELL WATER PUMPING.

CLIMATE SUMMARY...2015 WAS THE FOURTH DRY WATER YEAR IN A ROW FOR
NORTHERN CALIFORNIA. 2016 WATER YEAR IS IN PROGRESS FOR NORTHERN
CALIFORNIA WHICH BEGAN OCT 1ST. THE NORTHERN SIERRA 8 STATION
PRECIPITATION INDEX THROUGH APR 3RD IS AT 124% OF NORMAL.
THE 5 STATION SAN JOAQUIN BASIN INDEX IS AT 105% OF NORMAL. A MUCH
IMPROVED SNOW PACK HAS BEEN ESTABLISHED OVER THE NORTHERN SIERRA
VERSUS THE PREVIOUS FEW YEARS WITH THE SNOW PACK NEAR NORMAL.

PRECIPITATION/TEMPERATURE OUTLOOK...

THE WET SEASON IS DRAWING TO A CLOSE OVER NORTHERN CALIFORNIA WITH
FEWER RAINY PERIODS LIKELY THROUGH MAY. THE CURRENT EL NINO WILL
LIKELY TRANSITION TO NEUTRAL CONDITIONS DURING THE LATE SPRING OR
EARLY SUMMER 2016 WITH A 50 PERCENT CHANCE FOR LA NINA CONDITIONS
TO DEVELOP BY FALL.

THE LONG TERM CLIMATE OUTLOOK SHOWS A SLIGHT SIGNAL FOR ABOVE NORMAL
PRECIPITATION OVER NORTHERN CALIFORNIA INTO THE EARLY SUMMER.
TEMPERATURES ARE EXPECTED TO BE ABOVE NORMAL THROUGH THE WINTER.

HYDROLOGIC SUMMARY AND OUTLOOK... RESERVOIR STORAGE FOR THE
SACRAMENTO RIVER BASIN IS AT 85% OF AVERAGE.

NEXT ISSUANCE DATE... THE NEXT SCHEDULED PRODUCT WILL BE ISSUED IN
LATE APRIL OR SOONER IF NECESSARY IN RESPONSE TO SIGNIFICANT CHANGES
IN CONDITIONS.
