DROUGHT INFORMATION STATEMENT

...DROUGHT CONDITIONS CONTINUE ACROSS WESTERN SOUTH DAKOTA AND
NORTHEASTERN WYOMING...

SYNOPSIS...

RECENT RAINS HAVE HELPED TO IMPROVE CONDITIONS IN PARTS OF BUTTE,
LAWRENCE, AND CROOK COUNTIES. LACK OF RAIN IN FALL RIVER
COUNTY HAS CAUSED AN EXPANSION OF SEVERE (D2) DROUGHT CONDITIONS.

EXTREME (D3) DROUGHT CONDITIONS CONTINUED MOST OF CROOK AND WESTON
COUNTIES IN NORTHEASTERN WYOMING AND PORTIONS OF HARDING, FAR
SOUTHWESTER LAWRENCE, AND WESTERN PENNINGTON COUNTIES IN SOUTH
DAKOTA. SEVERE (D2) DROUGHT CONDITIONS INCLUDED EASTERN CAMPBELL
COUNTY AND THE REST OF CROOK AND WESTON COUNTIES IN NORTHEASTERN
WYOMING. IN SOUTH DAKOTA SEVERE (D2) DROUGHT CONDITIONS COVERED THE
REST OF HARDING AS WELL AS FAR BUTTE, FAR SOUTHWESTERN PERKINS,
WESTERN AND CENTRAL MEADE, PARTS OF WESTERN AND EASTERN PENNINGTON,
WESTERN CUSTER, AND WESTERN FALL RIVER COUNTIES. MODERATE (D1)
DROUGHT CONDITIONS COVERED THE REST OF CAMPBELL COUNTY WYOMING, THE
REST OF FALL RIVER, CUSTER, PENNINGTON, MEADE, AND PERKINS COUNTIES
AS WELL AS ZIEBACH, FAR NORTHWESTERN HAAKON, OGLALA LAKOTA, SOUTHERN
JACKSON, AND NORTHERN AND WESTERN BENNETT COUNTIES. ABNORMALLY DRY
(D0) CONDITIONS COVERED THE REST OF WESTERN SOUTH DAKOTA.

SUMMARY OF IMPACTS...

* DUE TO POOR RANGELAND CONDITIONS, PRODUCERS ARE BEGINNING TO
  REDUCE LIVESTOCK NUMBERS, AND HAY AND GRAIN LOSSES ARE BEGINNING
  TO OCCUR.
* RANCHERS AND FARMERS ARE EXPERIENCING NO HAY PRODUCTION AT ALL AND
  CATTLE ARE ALREADY ON WINTER PASTURES.
* FIRE RESTRICTIONS HAVE BEGUN AND SEVERAL COUNTIES HAVE IMPOSED
  BURN BANS AND ARE PROHIBITING OPEN BURNING.
* DRY FUELS HAVE CAUSED SEVERAL LARGE WILDFIRES SO FAR THIS YEAR.
* STOCK PONDS AND DUGOUTS ARE LOW, WHICH IS LIMITING WATER FOR
  CATTLE AND OTHER ANIMALS. WATER AT SUCH LOW LEVELS TYPICALLY IS
  OF POOR QUALITY. SOME RANCHERS HAVE TO HAUL WATER IN EVERY DAY.

CLIMATE SUMMARY...

SO FAR THIS YEAR TEMPERATURES HAVE BEEN ABOVE AVERAGE. MAY AND JUNE
WERE EXTREMELY DRY WITH MOST LOCATIONS RECEIVING ONLY A THIRD OF
THEIR TYPICAL RAINFALL. IN JULY, RAINFALL AMOUNTS VARIED WITH SOME
LOCATIONS REPORTING BELOW AVERAGE AMOUNTS AND OTHER SPOTS ABOVE
AVERAGE. SO FAR IN AUGUST, RAINFALL AMOUNTS HAVE BEEN AROUND AVERAGE.

PRECIPITATION/TEMPERATURE OUTLOOK...

LA NINA CONDITIONS CONTINUE TO DEVELOP, AS INDICATED BY THE
EXPANSION OF BELOW-AVERAGE SEA SURFACE TEMPERATURES ACROSS THE
EASTERN EQUATORIAL PACIFIC OCEAN.

THE OUTLOOK FOR THE REST OF AUGUST AND EARLY SEPTEMBER INDICATES
THERE IS A GREATER CHANCE FOR ABOVE-AVERAGE TEMPERATURES AND BELOW
AVERAGE PRECIPITATION. HOWEVER, THUNDERSTORMS WILL BE POSSIBLE
DURING THIS TIME AND SOME OF THESE STORMS MAY CONTAIN DANGEROUS
SEVERE WEATHER INCLUDING HAIL, DAMAGING WINDS, AND LIGHTNING (WHICH
MAY SPARK FIRES).

THE NEXT DROUGHT STATEMENT WILL BE ISSUED AROUND SEPTEMBER 1 2016.
