SIX MONTH RAINFALL DEFICITS OF UP TO EIGHT INCHES IN WESTERN NEW
ENGLAND AND PORTIONS OF EASTERN NEW YORK HAVE LED TO ISOLATED
EXTREME DROUGHT CONDITIONS...WITH MODERATE TO SEVERE DROUGHT
CONDITIONS MORE WIDESPREAD. ACCORDING TO THE NOVEMBER 29, 2016
RELEASE OF THE U.S. DROUGHT MONITOR...A PORTION OF BERKSHIRE
COUNTY IN WESTERN MASSACHUSETTS...ALL OF LITCHFIELD COUNTY IN
CONNECTICUT AND A PORTION OF ULSTER COUNTY IN NEW YORK WERE
CLASSIFIED AS EXPERIENCING /D3/ OR EXTREME DROUGHT. SEVERE /D2/
DROUGHT WAS PRESENT IN BERKSHIRE COUNTY MASSACHUSETTS AS WELL AS
IN ULSTER...DUTCHESS...COLUMBIA...SARATOGA AND WARREN COUNTIES IN
NEW YORK. ELSEWHERE IN EASTERN NEW YORK AND WESTERN NEW ENGLAND...
CONDITIONS GENERALLY INDICATED A /D1/ MODERATE DROUGHT AREA WIDE
WITH THE EXCEPTION OF WESTERN HERKIMER AND SOUTHWEST SCHOHARIE
COUNTIES IN NEW YORK WHERE ABNORMALLY DRY /D0/ CONDITIONS WERE
NOTED.

SUMMARY OF IMPACTS...

STATE AND LOCAL ACTIONS.

SINCE DROUGHT CONDITIONS AND WATER SYSTEMS VARY BY LOCATION...
MOST WATER MANAGEMENT DECISIONS ARE MADE BY STATE AND LOCAL
GOVERNING OFFICIALS.

ON NOVEMBER 1ST THE MASSACHUSETTS OFFICE OF ENERGY AND
ENVIRONMENTAL AFFAIRS WORSENED THE DROUGHT DECLARATION FROM A
DROUGHT WATCH TO A DROUGHT WARNING FOR BERKSHIRE COUNTY. THE
WARNING CONTINUES IN EFFECT TO DATE.

ON OCTOBER 26TH THE CONNECTICUT DEPARTMENT OF PUBLIC HEALTH
WORSENED THEIR DROUGHT DECLARATION TO A DROUGHT WATCH FOR MUCH OF
THE STATE OF CONNECTICUT...INCLUDING LITCHFIELD COUNTY. THE WATCH
REMAINS IN EFFECT TO DATE.

ON JULY 15TH THE NEW YORK STATE DEPARTMENT OF ENVIRONMENTAL
CONSERVATION ISSUED A DROUGHT WATCH FOR THE ENTIRE STATE OF NEW
YORK. A WARNING WAS SUBSEQUENTLY ISSUED FOR WESTERN PORTIONS OF
THE STATE...NOT INCLUDING ANY COUNTIES IN THIS EASTERN NEW YORK
SERVICE AREA. ON NOVEMBER 3RD THE ENTIRE STATE WAS REDUCED BACK TO
A DROUGHT WATCH. THE WATCH CONTINUES IN EFFECT TO DATE. FOR MORE

A VARIETY OF MANDATORY TO VOLUNTARY WATER RESTRICTIONS HAVE BEEN
DECLARED BY SOME LOCAL MUNICIPALITIES ACROSS WESTERN NEW ENGLAND
AND EASTERN NEW YORK. CONSULT YOUR LOCAL OFFICIALS FOR MORE
INFORMATION.

CLIMATE SUMMARY...
PRECIPITATION OVER THE PAST 90 DAYS HAS AVERAGED UP TO 8 INCHES
BELOW NORMAL ACROSS THE FORECAST AREA. TEMPERATURES OVER THE LAST
90 DAYS HAVE AVERAGED FROM 1 TO 4 DEGREES ABOVE NORMAL.

PRECIPITATION/TEMPERATURE OUTLOOK...

THE DECEMBER OUTLOOK ISSUED BY THE CLIMATE PREDICTION CENTER
/CPC/...CALLS FOR TEMPERATURES AVERAGING ABOVE NORMAL...WITH A
CHANGE IN PATTERN LEADING TO ABOVE NORMAL PRECIPITATION...WHICH
SHOULD HELP ALLEVIATE DRY CONDITIONS.

HYDROLOGIC SUMMARY AND OUTLOOK...

28 DAY STREAMFLOW AVERAGES IN NORTHWESTERN CONNECTICUT AND THE
HUDSON VALLEY AND CATSKILL MOUNTAINS OF NEW YORK ARE GENERALLY
BELOW NORMAL ACCORDING TO U.S. GEOLOGICAL SURVEY /USGS/
STREAMGAGES. ELSEWHERE IN WESTERN NEW ENGLAND AND EASTERN NEW
YORK...28 DAY AVERAGES HAVE REBOUNDED TO NEAR NORMAL.

NEW YORK CITY DEPARTMENT OF ENVIRONMENTAL PROTECTION /NYCDEP/
WATER SUPPLY RESERVOIRS ARE AT 56.9 PERCENT OF CAPACITY...WHICH IS
24.5 PERCENT BELOW NORMAL STORAGE CAPACITY. SCHOHARIE RESERVOIR IS
AT 33.9 PERCENT OF CAPACITY...HOWEVER THIS IS THE SMALLEST OF ALL
THE NYCDEP RESERVOIRS.

HUDSON RIVER BLACK RIVER REGULATING DISTRICT RESERVOIRS ARE ALL
WITHIN A FOOT AND A HALF OF TARGET ELEVATIONS FOR THIS TIME OF
YEAR...EXCEPT STILLWATER RESERVOIR...WHICH IS NEARLY THREE FEET
BELOW NORMAL.
