1041 AM CST THU DEC 1 2016

...RECENT RAINS HAVE BROUGHT SOME RELIEF...THOUGH DRY WEATHER
LAST WEEK LEAVES THE DROUGHT MONITOR MAP MOSTLY UNCHANGED FOR
NOW...

SYNOPSIS...
AFTER FLOODING RAINS IN AUGUST...DRY WEATHER HAS PREVAILED SINCE
SEPTEMBER. THE ONLY CHANGE TO NOTE LOCALLY IS THAT ALL OF JACKSON
COUNTY MISSISSIPPI IS NOW IN EXTREME DROUGHT CONDITIONS /D3/. SEVERE
DROUGHT CONDITIONS /D2/ CONTINUE ACROSS THE FLORIDA PARISHES OF
LOUISIANA AND SOUTHERN MISSISSIPPI WITH MODERATE DROUGHT
CONDITIONS /D1/ PRIMARILY SOUTH OF THE LOUISIANA TIDAL LAKES. RAIN
THIS WEEK HAS BROUGHT RELIEF WITH MOST AREAS OF THE CENTRAL GULF
COAST RECEIVING A HALF TO TWO INCHES OF RAIN. ANY CHANGES TO THE
DROUGHT MONITOR MAP FROM THIS RECENT RAINFALL WILL BE REPRESENTED
ON THE MAP FOR NEXT WEEK. ADDITIONAL DROUGHT RELIEF IS IN SIGHT
WITH RAIN LIKELY THIS WEEKEND AND EARLY NEXT WEEK.
UNFORTUNATELY...CHANCES OF BELOW NORMAL RAINFALL LOOK MORE
COMMON IN THE MIDDLE PART OF DECEMBER.

SUMMARY OF IMPACTS...
DESPITE RECENT RAIN...LONG-TERM DRY WEATHER HAS FOSTERED
FAVORABLE CONDITIONS FOR GRASSFIRES AND WILDFIRES. DRIER
CONTINENTAL AIR IS COMMON BEHIND COLD FRONTS AND LEADS TO
FAVORABLE FIRE CONDITIONS. OVERALL NEAR TO BELOW NORMAL
TEMPERATURES ARE EXPECTED OVER THE NEXT TWO WEEKS.

AS OF NOVEMBER 30...SOUTHERN MISSISSIPPI COUNTIES UNDER A BURN
BAN INCLUDE AMITE... PIKE... AND WALTHALL. AS OF NOVEMBER
28...ONLY TANGIPAHOA PARISH IS UNDER A BURN BAN IN SOUTHEAST
LOUISIANA. CONSULT LOCAL AUTHORITIES FOR THE LATEST INFORMATION.

CLIMATE SUMMARY...
FALL IS CLIMATOLOGICALLY THE DRIEST TIME OF YEAR FOR THE CENTRAL
GULF COAST...THOUGH MOST OF THE AREA HAS RECEIVED ONLY ABOUT 50
PERCENT OR LESS OF NORMAL RAINFALL OVER THE PAST 90 DAYS.

PRECIPITATION/TEMPERATURE OUTLOOK...
THE SEASONAL WINTER OUTLOOK FROM THE NOAA CLIMATE PREDICTION
CENTER HAS AN INCREASED CHANCE FOR ABOVE NORMAL TEMPERATURES
ACROSS THE CENTRAL GULF COAST. THE PRECIPITATION OUTLOOK INDICATES
CHANCES FOR BELOW NORMAL CONDITIONS DURING THE DECEMBER TO
FEBRUARY PERIOD AS WELL. WEAK LA NINA CONDITIONS ARE EXPECTED THIS
WINTER AND THE OUTLOOK IS REPRESENTATIVE OF THE ASSOCIATED CLIMATE
PATTERN ALONG THE CENTRAL GULF COAST DURING LA NINA WINTERS.

THE SEASONAL DROUGHT OUTLOOK THROUGH FEBRUARY FROM THE NOAA
CLIMATE PREDICTION CENTER ALSO INDICATES DROUGHT PERSISTING OVER
THE AREA.

HYDROLOGIC SUMMARY AND OUTLOOK...
RIVERS IN SOUTHEAST LOUISIANA ARE NOW RUNNING AT OR BELOW NORMAL
FLOW FOR THIS TIME OF YEAR.

NEXT ISSUANCE DATE...
THIS PRODUCT WILL BE UPDATED WEEKLY ON THURSDAY UNTIL CONDITIONS
IMPROVE.
