...A FLASH FLOOD WATCH IS IN EFFECT THROUGH TONIGHT FOR THE
LOWER TRANS PECOS AND PERMIAN BASIN...

.A LARGE UPPER LOW WILL CONTINUE MOVING SLOWLY INTO THE ROCKY
MOUNTAINS TONIGHT.  THUNDERSTORMS ARE EXPECTED TO DEVELOP OVER
THE HIGHER TERRAIN OF SOUTHWEST TEXAS THIS AFTERNOON AND INCREASE
IN COVERAGE TO THE NORTH AND EAST THROUGH THE REMAINDER OF THE
DAY AND TONIGHT.  AVAILABLE MOISTURE REMAINS WELL ABOVE
NORMAL, AND THUS STORMS THAT DEVELOP ARE EXPECTED TO BE EFFICIENT
RAINFALL PRODUCERS.  GIVEN THE SLOW MOVEMENT OF THE UPPER LOW AND
ANTICIPATED WIDESPREAD PRECIPITATION BY THE AFTERNOON...CELL
TRAINING WILL BE A MAJOR CONCERN... PARTICULARLY FROM THE BIG BEND
AREA NORTHEAST ACROSS THE EASTERN PERMIAN BASIN AND WESTERN LOW
ROLLING PLAINS. THE POTENTIAL FOR HEAVY RAINFALL AND FLASH
FLOODING WILL CONTINUE ACROSS THE AREA THROUGH TONIGHT, WITH THE
THREAT EVENTUALLY SHIFTING EAST TONIGHT.

* PORTIONS OF SOUTHWEST TEXAS AND WEST TEXAS...INCLUDING THE
  FOLLOWING AREAS...IN SOUTHWEST TEXAS...PECOS AND TERRELL. IN
  WEST TEXAS...BORDEN...CRANE...DAWSON...ECTOR...GLASSCOCK...
  HOWARD...MARTIN...MIDLAND...MITCHELL...REAGAN...SCURRY AND
  UPTON.

* THROUGH SUNDAY MORNING

* RAINFALL AMOUNTS OF 1 TO 2 INCHES ARE POSSIBLE...WITH LOCALLY
  HIGHER AMOUNTS OF 3 INCHES.

* RAPID RUNOFF FROM HEAVY RAINFALL MAY RESULT IN FLASH FLOODING
  OF FLOOD PRONE AND URBAN AREAS.

A FLASH FLOOD WATCH MEANS THAT CONDITIONS MAY DEVELOP THAT LEAD
TO FLASH FLOODING. FLASH FLOODING IS A VERY DANGEROUS SITUATION.

SHOULD FLASH FLOOD WARNINGS BE ISSUED.
