THE AREAS AFFECTED INCLUDE...
  COASTAL WATERS FROM HIGH ISLAND TO FREEPORT TX OUT 20 NM...
  GALVESTON BAY...
  WATERS FROM HIGH ISLAND TO FREEPORT TX FROM 20 TO 60 NM...

AT 940 AM CDT...THE PUBLIC REPORTED A WATERSPOUT JUST OFFSHORE NEAR
NEAR SURFSIDE BEACH. THE THUNDERSTORM THAT WAS PRODUCING THIS WATER
SPOUT HAS WEAKENED AND MOVED OVER LAND. CONDITIONS REMAIN FAVORABLE
FOR ADDITIONAL WATERSPOUT FORMATION AS SHOWERS AND THUNDERSTORMS
CONTINUE TO MOVING OVER THE NEARSHORE WATERS ALONG THE UPPER TEXAS
COAST.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

MARINERS SHOULD REMAIN ALERT FOR POSSIBLE WATERSPOUT FORMATION.
WATERSPOUTS ARE TYPICALLY SLOW MOVING AND CAN BE EASILY AVOIDED.
HOWEVER, THEY CONTAIN WINDS CAPABLE OF OVERTURNING A BOAT.
