* IMPACTS...Increased seas will result in hazardous marine
  conditions especially for inexperienced mariners with smaller
  vessels.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Inexperienced mariners, especially those operating smaller
vessels, should avoid navigating in hazardous conditions.
