* VISIBILITY...WILL BE FREQUENTLY BELOW 1/2 MILE AND NEAR ZERO AT
  TIMES.

* IMPACTS...THE LOW VISIBILITIES COULD CREATE DANGEROUS DRIVING
  CONDITIONS ESPECIALLY AT INTERSECTIONS OF BUSIER ROADS
