Fire Weather Planning Forecast for Southwestern California
National Weather Service Los Angeles/Oxnard CA
209 PM PST Fri Feb 17 2017

...Very strong winter storm will continue to impact the area
through Saturday with widespread heavy rain and potentially
damaging southerly winds...

...Flash Flood Watch in effect Friday morning through Saturday
morning for Santa Barbara County Mountains and South Coast and
Ventura and Los Angeles Counties...

...Winter Storm Warning in effect Friday morning through Saturday
morning for the Ventura and Los Angeles County Mountains...

.DISCUSSION...

A very strong Pacific storm will continue to move across the
area through tonight, bringing heavy rain and gusty southerly
winds to the area. On Saturday, cold and unstable air behind
the storm will generate scattered showers and isolated
thunderstorms across the area.

Through Saturday evening, rainfall totals are expected to be
very significant (2 to 6 inches across coastal and valley areas
with 5 to 10 inches in the foothills and mountains). The highest
totals will occur on south-facing slopes. Rainfall rates between
one half and one inch per hour will be likely through this evening
and possibly on Saturday (in association with heavier showers and
thunderstorms). Flash flooding as well as mud and debris flows
will be possible across Los Angeles, Ventura and southern Santa
Barbara counties, especially below recent burn areas. In addition,
there will be a significant threat of rock and mudslides,
especially near canyons. Moderate to heavy snow is expected with
this storm across the higher mountain elevations with snow levels
generally fluctuating between 6000 and 8000 feet. Additionally,
gusty southerly winds will continue through this evening with
damaging winds possibly downing trees and powerlines.

On Sunday, dry conditions are expected. However for Monday through
Wednesday, unsettled weather is expected as a series of systems
move across the West Coast, resulting in the continued threat of
additional rainfall.
