THE JACKSON VALLEY AND SURROUNDING MOUNTAINS THIS MORNING...

THE COMBINATION OF WIND 5 TO 15 MPH AND TEMPERATURES RANGING FROM
ZERO TO NEARLY 20 BELOW ZERO WILL PRODUCE WIND CHILL VALUES RANGING
TO AS LOW AS MINUS 25 DEGREES BELOW ZERO FOR PERIODS THIS MORNING.

IF PLANNING TO BE OUTDOORS EARLY THIS MORNING IN THESE AREAS...BE
