NORTHWEST OREGON AND SOUTHWEST WASHINGTON...

.PERIODS OF HEAVY RAIN COMBINED WITH SNOW MELT TUESDAY AFTERNOON
THROUGH WEDNESDAY NIGHT WILL CAUSE RISES ON SEVERAL RIVERS AND
CREEKS IN NORTHWEST OREGON AND SOUTHWEST WASHINGTON. THE HEAVIEST
RAIN WILL FALL ALONG THE COAST AND COAST RANGE IN OREGON AND IN
THE WILLAPA HILLS AND CASCADE FOOTHILLS IN SOUTHWEST WASHINGTON...
WHERE RAINFALL TOTALS OF 3 TO 6 INCHES ARE EXPECTED. ANY RIVER
FLOODING THAT OCCURS IS EXPECTED TO HAVE ONLY MINOR IMPACTS. IN
ADDITION TO RIVER FLOODING...SOME URBAN FLOODING AND ROADWAY
PONDING IS POSSIBLE...ESPECIALLY IN AREAS WHERE SNOW AND ICE ARE
BLOCKING STORM DRAINS IN THE NORTHERN WILLAMETTE VALLEY AND
SOUTHWEST WASHINGTON.

* PORTIONS OF NORTHWEST OREGON AND SOUTHWEST WASHINGTON...
  INCLUDING THE FOLLOWING AREAS...IN NORTHWEST OREGON...COAST
  RANGE OF NORTHWEST OREGON...GREATER PORTLAND METRO AREA...
  LOWER COLUMBIA AND NORTH OREGON COAST. IN SOUTHWEST
  WASHINGTON...GREATER VANCOUVER AREA...I-5 CORRIDOR IN COWLITZ
  COUNTY...SOUTH WASHINGTON CASCADE FOOTHILLS...SOUTH WASHINGTON
  COAST AND WILLAPA HILLS.

* THROUGH LATE WEDNESDAY NIGHT

* WITH DRAMATICALLY RISING SNOW LEVELS TUESDAY AND THE ONSET OF
  HEAVY RAIN TUESDAY NIGHT...EXPECT MODERATE TO SHARP RISES ON
  RIVERS AND CREEKS DRAINING THE COAST RANGE...WILLAPA HILLS...
  AND SOUTH WASHINGTON CASCADES. AT THIS POINT...ANY RIVER
  FLOODING THAT OCCURS IS EXPECTED TO HAVE MINOR IMPACTS. THE
  HEAVY RAIN WILL LIKELY CAUSE URBAN FLOODING IN THE PORTLAND/
  VANCOUVER METRO AREA AS THE RAIN WILL HELP MELT THE EXISTING
  SNOW AND ICE. BLOCKED STORM DRAINS MAY ALSO CONTRIBUTE TO
  PONDING OF WATER ON STREETS.

* RAINFALL AMOUNTS THROUGH THURSDAY...1 TO 2 INCHES PORTLAND/
  VANCOUVER METRO AREA...3 TO 6 INCHES NORTH COAST RANGE/WILLAPA
  HILLS...AND 3 TO 6 INCHES SOUTH WASHINGTON CASCADES FOOTHILLS.

* RIVERS AND CREEKS OF GREATEST CONCERN INCLUDE JOHNSON CREEK IN
  SOUTHEAST PORTLAND...THE NEHALEM IN CLATSOP AND TILLAMOOK
  COUNTY...AND THE GRAYS IN WAHKIAKUM COUNTY. HOWEVER...ALL OF
  THESE ARE CURRENTLY FORECAST TO CREST JUST BELOW FLOOD STAGE.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A FLOOD WATCH MEANS THERE IS A POTENTIAL FOR FLOODING BASED ON
CURRENT FORECASTS.

YOU SHOULD MONITOR LATER FORECASTS AND BE ALERT FOR POSSIBLE
FLOOD WARNINGS. THOSE LIVING IN AREAS PRONE TO FLOODING SHOULD BE
PREPARED TO TAKE ACTION SHOULD FLOODING DEVELOP.

  AREAS...CASCADE FOOTHILLS IN LANE COUNTY...CENTRAL COAST RANGE
  OF WESTERN OREGON...CENTRAL OREGON COAST...CENTRAL WILLAMETTE
  VALLEY...NORTHERN OREGON CASCADE FOOTHILLS AND SOUTH
  WILLAMETTE VALLEY.

* FROM 7 PM PST THIS EVENING THROUGH LATE WEDNESDAY NIGHT

* THE ONSET OF HEAVY RAIN TUESDAY NIGHT...COMBINED WITH SOME
  SNOWMELT IN THE COAST RANGE AND CASCADES FOOTHILLS...WILL CAUSE
  RISES ON RIVERS AND CREEKS DRAINING THE COAST RANGE...AND NORTH
  OREGON CASCADE FOOTHILLS.

* RAINFALL AMOUNTS THROUGH THURSDAY...1 TO 2 INCHES IN THE CENTRAL
  AND SOUTHERN WILLAMETTE VALLEY...3 TO 6 INCHES CENTRAL OREGON
  COAST AND COAST RANGE...AND 2 TO 4 INCHES NORTH OREGON CASCADE
  FOOTHILLS.

* RIVERS OF GREATEST CONCERN INCLUDE THE SILETZ RIVER IN LINCOLN
  COUNTY AND THE MARYS RIVER IN BENTON COUNTY. HOWEVER...BOTH OF
  THESE RIVERS ARE FORECAST TO CREST JUST BELOW FLOOD STAGE.
  FORECASTS WILL BE UPDATED AS NEEDED AS THE HEAVY RAIN MOVES IN.
