* IMPACTS...FIRES CAN START QUICKLY...SPREAD FURIOUSLY AND BURN
  INTENSELY. ALL FIRES ARE POTENTIALLY SERIOUS. ALL OUTDOOR
  BURNING SHOULD BE AVOIDED IN RED FLAG CONDITIONS.
