...A FLASH FLOOD WATCH IS IN EFFECT THROUGH THIS EVENING FOR THE
LOWER TRANS PECOS AND PERMIAN BASIN...

.A LARGE UPPER LOW WILL CONTINUE MOVING SLOWLY TOWARD THE REGION
TODAY. THUNDERSTORMS ARE EXPECTED TO DEVELOP OVER HIGHER TERRAIN
TO THE SOUTH THIS MORNING AND INCREASE IN COVERAGE TO THE NORTH
AND EAST THROUGH THE REMAINDER OF THE DAY. AVAILABLE MOISTURE
REMAINS WELL ABOVE NORMAL...AND THUS STORMS THAT DEVELOP ARE
EXPECTED TO BE EFFICIENT RAINFALL PRODUCERS. GIVEN THE SLOW
MOVEMENT OF THE UPPER LOW AND ANTICIPATED WIDESPREAD PRECIPITATION
BY THE AFTERNOON...CELL TRAINING WILL BE A MAJOR CONCERN...
PARTICULARLY FROM THE BIG BEND AREA NORTHEAST ACROSS THE EASTERN
PERMIAN BASIN AND WESTERN LOW ROLLING PLAINS. THE POTENTIAL FOR
HEAVY RAINFALL AND FLASH FLOODING WILL CONTINUE ACROSS THE AREA
THROUGH THIS EVENING...WITH THE THREAT EVENTUALLY SHIFTING EAST
TONIGHT.

WEST TEXAS HAS BEEN CANCELLED. STORMS THAT DEVELOPED OVERNIGHT
REMAINED ISOLATED TO SCATTERED...AND STORM MOTION PRECLUDED
FLOODING CONCERNS IN THE AREA. WHILE ADDITIONAL RAINFALL IS
POSSIBLE TODAY...HEAVIEST RAINFALL IS EXPECTED TO BE FOCUSED
ACROSS THE LOWER TRANS PECOS AND PERMIAN BASIN.

* THROUGH THIS EVENING

* RAINFALL AMOUNTS OF 1 TO 2 INCHES ARE POSSIBLE...WITH LOCALLY
  HIGHER AMOUNTS OF 3 INCHES.

* RAPID RUNOFF FROM HEAVY RAINFALL MAY RESULT IN FLASH FLOODING
  OF FLOOD PRONE AND URBAN AREAS.
