...FLOOD WARNING IN EFFECT UNTIL MIDNIGHT AST TONIGHT...
...REPLACES FLASH FLOOD WARNING...

* WHAT...Flooding caused by flood waters from Rio Cibuco.

* WHERE...Vega Alta and Vega Baja.

* WHEN...Until midnight AST tonight.

* IMPACTS...Flooding of rivers, creeks, streams, and other low-lying
  and flood-prone locations is imminent or occurring. Streams
  continue to rise due to excess runoff from earlier rainfall.
  Expect many areas of slow moving or standing water. It will take
  several hours for all the water from these storms to work through
  local drainage systems in urban areas.

* ADDITIONAL DETAILS...
  - At 638 PM AST, river gauge along Rio Cibuco at Vega Baja has
    exceeded action stage (8 feet), now around 12.71 feet, and
    will likely exceed minor flood stage (15 feet) later this
    evening due to excessive runoff from today`s heavy rain.
    Flood waters are currently affecting portions of road PR-2 in
    Vega Baja, which has been closed by local emergency managers.
    Up to 4 inches of rain have fallen.
  - Flooding impacts will continue, but no additional rainfall is
    expected. For that reason, the Flash Flood Warning has been
    replaced by a Flood Warning.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don`t drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Be especially cautious at night when it is harder to recognize the
dangers of flooding.
