* WINDS: N WIND 15 TO 20 KT...WITH GUSTS 25 TO 30 KT AT TIMES.
  STRONGEST WINDS WILL BE OVER THE OUTER WATERS...OR FROM 10 TO
  60 MILES OFFSHORE. WINDS MAY EASE LATER TONIGHT CLOSE TO
  SHORE... BUT ARE EXPECTED TO PICK UP AGAIN WEDNESDAY MORNING.

* SEAS...EXPECT CHOPPY WIND DRIVEN SEAS OF 3 TO 6 FEET...WITH
  THE HIGHEST SEAS ON THE WATERS SOUTH OF CASCADE HEAD.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A SMALL CRAFT ADVISORY FOR WIND MEANS THAT WIND SPEEDS OF 21 TO
33 KNOTS ARE EXPECTED. INEXPERIENCED MARINERS...ESPECIALLY THOSE
OPERATING SMALLER VESSELS SHOULD AVOID NAVIGATING IN THESE
CONDITIONS.
