OCCURING. OPERATING A VESSEL IN GALE CONDITIONS REQUIRES EXPERIENCE
AND PROPERLY EQUIPPED VESSELS. IT IS HIGHLY RECOMMENDED THAT
MARINERS WITHOUT THE PROPER EXPERIENCE SEEK SAFE HARBOR PRIOR TO

* WAVES/SEAS...WEST SWELL 8 TO 11 FEET AT 12 SECONDS THIS
  MORNING...WITH WIND WAVES 2 TO 4 FEET. COMBINED SEAS COULD BUILD
  TO 14 TO 17 FEET OVER THE INNER COASTAL WATERS THURSDAY AND
  THURSDAY NIGHT IF GALES DEVELOP AS FORECAST...AND THEY COULD
  BUILD TO 18 TO 23 FEET OVER THE OUTER COASTAL WATERS.
