...FLOOD WARNING NOW IN EFFECT UNTIL NOON AST TODAY...

* WHAT...Flooding caused by flood waters from Rio Culebrinas.

* WHERE...A portion of Puerto Rico, including the following
  counties, Aguada, Aguadilla, Moca and San Sebastian.

* WHEN...Until noon AST Friday.

* IMPACTS...Flooding of rivers, creeks, streams, and other low-lying
  and flood-prone locations is imminent or occurring. Streams
  continue to rise due to excess runoff from earlier rainfall.
  Low-water crossings are inundated with water and may not be
  passable. Expect many areas of slow moving or standing water.
  Local media have reported water rescues.

* ADDITIONAL DETAILS...
  - At 551 AM AST, river gauge reports along Rio Culebrinas at
    Moca has dropped below action stage (15 feet), now around
    11.15 feet. However, flood waters are still affecting road
    PR-418 between Aguada and Aguadilla. For that reason, the
    Flood Warning has been extended.
  - This includes the following streams and drainages...
    Rio Grande de Anasco, Canal Principal De Diversion, Rio
    Guatemala, Rio Culebrinas, Rio Canas, Rio Ingenio, Rio Grande
    de Anasco Watershed, Rio Culebra, Rio Sonador, Rio Guajataca
    and Coastal Watershed.
    Flooding impacts will continue, but no additional rainfall is
    expected.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don`t drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Stay away or be swept away. River banks and culverts can become
unstable and unsafe.

Please report observed flooding to local emergency services or law
enforcement and request they pass this information to the National
Weather Service when you can do so safely.
