TEMPERATURE WAS 37.4 DEGF....BREAKING THE PREVIOUS RECORD COLDEST
AVERAGE TEMPERATURE OF 37.5 DEGF SET IN 1984. RECORDS FOR MARCH AT
DULLES GO BACK 52 YEARS TO 1963.
