.DISCUSSION...A MAJOR WINTER AND HEAVY RAIN PRODUCING STORM
SYSTEM IS WINDING DOWN ACROSS EAST KENTUCKY. HOWEVER...THE SNOW
IT LEFT BEHIND AND THE RUNOFF FROM THE RAINS WILL KEEP EAST
KENTUCKY RIVERS HIGH AND IN MANY PLACES ABOVE FLOOD STAGE THROUGH
THE END OF THE WEEK. THE FRESH SNOW PACK WILL ALSO ALLOW FOR SOME
VERY COLD TEMPERATES TONIGHT AS THE CLOUDS CLEAR OFF. MARCH
RECORD LOWS WILL LIKELY BE SET TONIGHT. FRIDAY MORNING LOOKS TO
BE VERY COLD WITH LOWS AROUND OR JUST BELOW ZERO IN MOST PLACES
WITH A COUPLE OF PLACES POSSIBLY SEEING 10 BELOW TEMPERATURES.
