SOUTHERLY WINDS WILL DEVELOP BY MONDAY AS THE HIGH MOVES  OFF TO THE EAST...AND STRENGTHEN ON TUESDAY AS LOW PRESSURE  DEVELOPS OVER THE PLAINS. A COLD FRONT SWEEPS ACROSS THE WATERS  LATE TUESDAY...WITH STRONG NORTHWEST TO WEST WINDS BEHIND IT  THROUGH MID-WEEK.    $$
