Waves 3 to 6 feet  occasionally to 8 feet building to 4 to 7 feet occasionally to  9 feet, then subsiding to 3 to 6 feet occasionally to 8 feet.  TUESDAY  North wind 15 to 20 knots backing northwest 10 to  15 knots by mid afternoon. Mostly cloudy. Freezing spray early.  Numerous snow showers early, then scattered snow showers. Waves  3 to 6 feet occasionally to 8 feet.  TUESDAY NIGHT  West wind up to 30 knots with gale force gusts  up to 39 knots. Cloudy. Scattered snow showers in the evening.  Heavy freezing spray after midnight. Waves building to 6 to  9 feet occasionally to 11 feet.  WEDNESDAY  West wind up to 30 knots with gale force gusts up to  42 knots. Partly cloudy. Heavy freezing spray. Waves building to  10 to 14 feet occasionally to 18 feet.    Note: Wave height forecasts are for ice free areas.    $$
