...FLASH FLOOD WATCH FOR THIS AFTERNOON THROUGH MONDAY EVENING...

.THE THIRD AND MOST POWERFUL OF THE STORMS TO IMPACT SOUTHERN
CALIFORNIA IN THIS SEQUENCE OF STORMS WAS MOVING INTO THE REGION
THIS AFTERNOON. IT WILL BRING PERIODS OF HEAVY RAINFALL THIS
AFTERNOON THROUGH EARLY EVENING WITH PERIODS OF SHOWERS CONTINUING
THROUGH TUESDAY. A FEW THUNDERSTORMS WILL BE POSSIBLE MAINLY
MONDAY AND MONDAY NIGHT. THIS WILL BRING THE POSSIBILITY OF FLASH
FLOODING...MAINLY TO COASTAL AND VALLEY AREAS...THE LOWER AND
MIDDLE ELEVATIONS OF THE MOUNTAINS...AND THE UPPER DESERTS.

THE FLASH FLOOD WATCH CONTINUES FOR

* A PORTION OF SOUTHWEST CALIFORNIA...INCLUDING THE FOLLOWING
  AREAS...COACHELLA VALLEY...SAN DIEGO COUNTY COASTAL AREAS...
  SAN DIEGO COUNTY DESERTS...SAN DIEGO COUNTY MOUNTAINS AND SAN
  DIEGO COUNTY VALLEYS.

* THROUGH MONDAY EVENING

* HEAVY RAIN WILL OCCUR AT TIMES THROUGH EARLY EVENING TODAY.
  PERIODS OF SHOWERS...SOME WITH HEAVY RAINFALL WILL FOLLOW
  TONIGHT THROUGH MONDAY...MAINLY BELOW 5000 FEET. RAINFALL RATES
  COULD LOCALLY REACH OR EXCEED ONE INCH PER HOUR. THIS WILL BRING
  A RISK OF FLASH FLOODING. HEAVY RAINS OVER RECENT BURN SCARS
  COULD RESULT IN DEBRIS FLOWS AND MUD SLIDES. IN THE
  MOUNTAINS...A WARMER AIR MASS THIS AFTERNOON AND EARLY EVENING
  WILL RESULT IN RISING SNOW LEVELS AND MELTING OF SNOW WHICH WILL
  INCREASE THE RISK OF FLOODING.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A FLASH FLOOD WATCH MEANS THAT CONDITIONS MAY DEVELOP THAT LEAD
TO FLASH FLOODING. FLASH FLOODING IS A VERY DANGEROUS SITUATION.

YOU SHOULD MONITOR LATER FORECASTS AND BE PREPARED TO TAKE ACTION
SHOULD FLASH FLOOD WARNINGS BE ISSUED.

SOUTHERN CALIFORNIA WILL BRING PERIODS OF STRONG WINDS AND HEAVY
SNOWFALL THIS AFTERNOON THROUGH MONDAY. STRONG SOUTH WINDS WILL
CONTINUE THIS AFTERNOON WITH STRONGEST SOUTH WINDS THROUGH EARLY
EVENING. PERIODS OF STRONG GUSTY SOUTHWEST TO WEST WINDS WILL
FOLLOW TONIGHT AND MONDAY. SNOW LEVELS WILL RISE TO 6500 TO 7000
FEET THIS AFTERNOON AND EARLY THIS EVENING. SNOW LEVELS WILL FALL
QUICKLY FROM THE NORTHWEST DURING THE EVENING AND OVERNIGHT...TO
AROUND 4500 TO 5000 FEET BY MONDAY MORNING. SNOW LEVELS WILL FALL

* SNOW LEVELS...7000 FEET THROUGH THIS EVENING... THEN FALLING TO
  5500 FEET LATE NIGHT...AND AROUND 4500 FEET MONDAY.

* WINDS...AREAS OF SOUTHWEST WINDS STRENGTHENING TO 25 TO 35 MPH
  WITH GUSTS TO 65 MPH THIS AFTERNOON AND EARLY THIS EVENING...
  BECOMING SOUTHWEST TO WEST TONIGHT AND MONDAY. DAMAGING GUSTS
  TO 70 MPH NEAR MOUNTAIN RIDGE TOPS AND ALONG DESERT SLOPES LATE
  THIS AFTERNOON AND EARLY THIS EVENING.

* SNOW...SNOW SHOWERS DEVELOPING OVERNIGHT AS THE SNOW LEVEL
  LOWERS AND CONTINUING AT TIMES THROUGH MONDAY.

* SNOW ACCUMULATIONS...2 TO 5 INCHES FROM 4000 TO 5000 FEET...
  WITH 5 TO 12 INCHES ABOVE 5000 FEET.

* VISIBILITY...NEAR ZERO AT TIMES IN SNOW...BLOWING SNOW...AND
  FOG.

* IMPACTS...TRAVEL WILL BE DANGEROUS AT TIMES OVER THE MOUNTAINS
  DUE TO SNOW COVERED ROADS...STRONG WINDS AND LOW VISIBILITY.
  DANGEROUS CROSS WINDS EXPECTED FOR HIGH PROFILE VEHICLES.
  WINDS MAY CAUSE STRUCTURAL DAMAGE AND KNOCK DOWN TREES AND
  POWER LINES.

* OUTLOOK...SNOW SHOWERS WILL CONTINUE AT TIMES FOR MONDAY NIGHT
  AND TUESDAY.

...The National Weather Service in San Diego has issued a flood warning for the
following rivers in California from midnight tonight through midnight Monday
night...

  San Diego River At Fashion Valley AFFECTING San Diego County

.Overview...
Heavy rainfall will occur at times over the San Diego River basin from late
this afternoon through Monday. This will result in rapid rises on the San Diego
River and will likely cause river flooding, including at Fashion Valley, late
tonight through Monday evening. There could be two peaks in the river stage,
one late tonight and another late Monday, both above flood stage.

Safety message...

Act now to protect your life and property. Prepare for flood waters to rise
across the warned area. Turn around...don`t drown. Do not drive vehicles through
flooded roadways.

The National Weather Service in San Diego has issued a

* Flood Warning for
  the San Diego River At Fashion Valley
* At 11AM Sunday the stage was 5.3 feet
* No flooding is occurring. Flooding is forecast late tonight through
  Monday evening. Based on current rainfall projections, the peak stage
  is likely to reach 11.7 feet at 5 PM Monday.
* Flood stage is 11.3 feet
 *  At 11.3 feet, FLOOD STAGE. MINOR FLOOD. LOW WATER CROSSINGS OVER THE RIVER
IN MISSION VALLEY ARE CLOSED AND UNDER WATER. ROADS IMPACTED INCLUDE...FASHION
VALLEY ROAD, AVENIDA DEL RIO, CAMINO DEL ESTE, CAMINO DE LA REINA, AND MISSION
CENTER ROAD. WATER FLOWS INTO FASHION VALLEY PARKING LOT.
