...FLASH FLOOD WATCH FOR THE MOUNTAINS...ANTELOPE AND CUYAMA
VALLEY...AND THE COLBY BURN AREA...

.A SIGNIFICANT SURGE OF MONSOONAL MOISTURE COMBINED WITH AN UPPER
LEVEL DISTURBANCE AND INSTABILITY WILL BRING A THREAT OF SHOWERS
AND THUNDERSTORMS TO THE REGION TODAY INTO TONIGHT. THE THREAT OF
THUNDERSTORMS WILL BEGIN ACROSS LOS ANGELES COUNTY THIS MORNING...
THEN SPREAD INTO VENTURA AND SANTA BARBARA COUNTIES LATE THIS
MORNING. DUE TO THE DEEP MOISTURE IN PLACE...ANY STORMS THAT
DEVELOP WILL BRING THE POTENTIAL FOR HEAVY RAINFALL WITH FLASH
FLOODING.

...FLASH FLOOD WATCH IN EFFECT THROUGH THIS EVENING...

THE NATIONAL WEATHER SERVICE IN LOS ANGELES/OXNARD HAS EXPANDED
THE

* FLASH FLOOD WATCH TO INCLUDE LOCATIONS IN AND NEAR THE COLBY
  BURN AREA IN THE SAN GABRIEL VALLEY.

* THROUGH THIS EVENING.

* RAINFALL RATES OF 1 TO 2 INCHES PER HOUR OR GREATER ARE POSSIBLE
  WITH SOME STORMS.

* IMPACTS...HEAVY RAIN COULD LEAD TO FLASH FLOODING...MUD AND
  DEBRIS FLOWS...AND ROCKSLIDES IN AND NEAR THE COLBY BURN AREA.
  ROADS COULD BE CLOSED DUE TO WATER FLOWING OVER THEM AS WELL AS
  MUD AND ROCKS WASHING ONTO THEM.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A FLASH FLOOD WATCH MEANS THAT CONDITIONS MAY DEVELOP THAT LEAD
TO FLASH FLOODING. FLASH FLOODING IS A VERY DANGEROUS SITUATION.
RESIDENTS IN THE WATCH AREA OR THOSE TRAVELLING INTO THE WATCH
AREA SHOULD CHECK THE LATEST NATIONAL WEATHER SERVICE STATEMENTS
AND POSSIBLE WARNINGS. ALSO...CHECK THE LATEST ROAD CONDITIONS.

THIS HAZARDOUS WEATHER OUTLOOK IS FOR SOUTHWESTERN CALIFORNIA.

.DAY ONE...TODAY

THERE IS A CHANCE OF THUNDERSTORMS FOR MOST AREAS TODAY INTO
TONIGHT. THE BEST CHANCES OF THUNDERSTORMS WILL BE OVER THE
MOUNTAINS...DESERTS AND INTERIOR SECTIONS...BUT THERE WILL EVEN BE
THE POSSIBILITY OF THUNDERSTORMS OVER COASTAL AND COASTAL VALLEY
AREAS. IN THE MOUNTAINS AND DESERTS...THE STORMS COULD BE INTENSE
ENOUGH TO GENERATE FLASH FLOODING. MUD AND DEBRIS FLOWS ARE POSSIBLE
NEAR THE RECENT BURN AREA...INCLUDING THE COLBY AND PINE BURN AREAS.

THERE IS A SLIGHT CHANCE OF THUNDERSTORMS ACROSS MOST OF THE COASTAL
WATERS THROUGH THIS EVENING.

THERE WILL BE A MODERATE RISK OF RIP CURRENTS ON ALL AREA BEACHES
TODAY.
