* UNTIL 915 PM HST

* AT 618 PM HST...RADAR INDICATED THAT HEAVY RAINFALL HAS SPREAD
  INTO THE KAU DISTRICT WITH RATES OF UP TO ONE INCH PER HOUR.
  MODERATE TO HEAVY RAIN ALSO CONTINUES TO FALL OVER THE NORTH
  HILO...SOUTH HILO AND PUNA DISTRICTS. RAINFALL IS EXPECTED TO
  CONTINUE OVER THE EAST AND SOUTHEAST FACING SLOPES FOR SEVERAL
  MORE HOURS.

PEAK WINDS WITH MADELINE AT 65 MPH AND WEAKENING. STRONG WINDS
AND HEAVY RAIN WILL PEAK TONIGHT BEFORE STARTING TO DIMINISH.

LOCATIONS WITHIN THE HAWAIIAN ISLANDS.

KAHOOLAWE...MAUI...THE BIG ISLAND.

A FLASH FLOOD WATCH IS IN EFFECT FOR THE BIG ISLAND THROUGH
THURSDAY.

A HIGH SURF WARNING IS IN EFFECT FOR EAST FACING SHORES OF MAUI
THROUGH THURSDAY EVENING.

A HIGH SURF ADVISORY IS IN EFFECT FOR EAST FACING SHORES OF
KAUAI... OAHU...MOLOKAI...AND WEST MAUI THROUGH THURSDAY EVENING.

.STORM INFORMATION...
AT 5 PM HST...THE CENTER OF TROPICAL STORM MADELINE WAS LOCATED
NEAR LATITUDE 18.0N...LONGITUDE 155.1W...OR ABOUT 75 MILES
SOUTHEAST OF SOUTH POINT...OR ABOUT 220 MILES SOUTHEAST OF
KAHULUI...OR ABOUT 290 MILES SOUTHEAST OF HONOLULU HAWAII.
TROPICAL STORM MADELINE IS MOVING WEST-SOUTHWEST AT 12 MPH.
MAXIMUM SUSTAINED WINDS ARE NEAR 65 MPH.

.SITUATION OVERVIEW...
MADELINE CONTINUES TO WEAKEN AS IT PASSES SOUTH OF THE BIG
ISLAND. WHILE THE CENTER OF MADELINE WILL NOT MAKE
LANDFALL...STRONG WINDS AND HEAVY RAIN ON THE NORTHERN SIDE OF THE
SYSTEM WILL CONTINUE TO IMPACT THE BIG ISLAND TONIGHT.

TROPICAL STORM FORCE WINDS CONTINUE OVER PORTIONS OF THE BIG
ISLAND AND WINDS ARE EXPECTED TO PEAK THIS EVENING BEFORE
STARTING TO SUBSIDE. LOCALLY HEAVY RAIN AND ISOLATED THUNDERSTORMS
WILL CONTINUE TO IMPACT THE BIG ISLAND TONIGHT. THESE RAINS COULD
LEAD TO FLASH FLOODING AND MUDSLIDES. BANDS OF SHOWERS ON THE
PERIPHERY OF MADELINE COULD BRING ISOLATED HEAVY SHOWERS TO MAUI
COUNTY...AND LOCALIZED DAMAGING WINDS ARE POSSIBLE OVER AND NEAR
HIGHER TERRAIN.

GUSTS TO 60 MPH HAVE ALREADY BEEN MEASURED NEAR THE KOHALA
MOUNTAINS UPSLOPE FROM KAWAIHAE. WIND GUSTS IN EXCESS OF 55 MPH
HAVE ALSO BEEN REPORTED NEAR KAMUELA...KAWAIHAE...WAIKOLOA...AND
SOUTH POINT. IN SOME AREAS...SUSTAINED WINDS OF 35 TO 50 MPH WITH
GUSTS TO 70 MPH WILL OCCUR THROUGH TONIGHT. THE AREAS MOST LIKELY
TO HAVE THE STRONGEST WINDS WILL BE OVER MOUNTAINOUS TERRAIN...
THROUGH PASSES...AND WHERE WINDS BLOW DOWNSLOPE. WINDS ARE
FORECAST TO FALL BELOW 39 MPH FOR ALL AREAS BY EARLY THURSDAY
MORNING.

WINDS THIS STRONG WOULD BE VERY DANGEROUS AND AIRBORNE DEBRIS
COULD PRODUCE WIDESPREAD DAMAGE. ANY LOOSE OUTDOOR ITEMS WOULD
BECOME PROJECTILES...CAUSING POSSIBLE INJURY. OTHER POSSIBLE WIND
DAMAGE WOULD INCLUDE...DOWNED LARGE TREES AND POWER LINES...AND
SIGNIFICANT ROOF AND STRUCTURE DAMAGE...ESPECIALLY TO WEAKER
STRUCTURES.

EXTENSIVE DAMAGE TO POWER LINES AND POLES COULD RESULT IN
WIDESPREAD POWER OUTAGES THAT COULD LAST FROM SEVERAL DAYS TO
WEEKS.

...STORM SURGE AND STORM TIDE...
LARGE AND DAMAGING SURF 15 TO 25 FEET WILL CONTINUE ALONG EAST
FACING SHORES TONIGHT. 12 TO 15 FOOT SURF IS BEING REPORTED ALONG
THE HAMAKUA COAST AND 18 TO 25 FOOT SURF IS BEING REPORTED IN
PAHOA AND KAPOHO.

WAVE RUNUP MAY CAUSE SIGNIFICANT COASTAL FLOODING AND DAMAGE TO
COASTAL PROPERTIES AND INFRASTRUCTURE...INCLUDING ROADWAYS. OF
PARTICULAR CONCERN IS THE THE KALAPANA-KAPOHO HIGHWAY BETWEEN
POHOIKI AND KAPOHO. IMPASSABLE ROADS DUE TO HIGH WATER HAVE BEEN
REPORTED IN THE KAPOHO SUBDIVISION. POWERFUL LONGSHORE AND RIP
CURRENTS WILL BE PRESENT AT MOST BEACHES. LARGE BREAKING WAVES
AND STRONG CURRENTS MAY IMPACT HARBOR ENTRANCES AND CHANNELS
CAUSING CHALLENGING BOAT HANDLING.

...INLAND FLOODING...
A FLASH FLOOD WATCH IS IN EFFECT FOR THE ENTIRE AREA. OUTER
RAINBANDS FROM MADELINE HAVE MOVED ONSHORE AND ADDITIONAL HEAVY
RAINFALL WILL CONTINUE TONIGHT. MANY WINDWARD BIG ISLAND
LOCATIONS HAVE ALREADY RECEIVED 5-6 INCHES OF RAIN AND AN
ADDITIONAL 5 TO 8 INCHES IS POSSIBLE OVERNIGHT...ESPECIALLY OVER
WINDWARD AND SOUTHEAST PORTIONS OF THE BIG ISLAND. THIS RAINFALL
MAY LEAD TO DANGEROUS FLASH FLOODS AND MUDSLIDES. REFER TO THE
WATCH FOR MORE DETAILS.
