LOCALLY HEAVY RAIN AND A CHANCE OF THUNDERSTORMS ARE FORECAST THIS
AFTERNOON AND ESPECIALLY TONIGHT. FOR THIS REASON...A FLOOD WATCH
IS IN EFFECT TONIGHT FOR FAR SOUTHEAST MISSOURI AND MUCH OF
WESTERN KENTUCKY...WHERE THE HEAVIEST RAIN IS FORECAST TO FALL.
PLEASE REFER TO THE FLOOD WATCH FOR DETAILS.

.DAYS TWO THROUGH SEVEN...WEDNESDAY THROUGH MONDAY

LOCALLY HEAVY RAIN MAY CONTINUE INTO WEDNESDAY MORNING ACROSS THE
FLOOD WATCH AREA. REFER TO THE WATCH FOR DETAILS.

THE RAIN IS FORECAST TO CHANGE TO SLEET AND EVENTUALLY SNOW WEDNESDAY
INTO WEDNESDAY NIGHT AS MUCH COLDER AIR RUSHES IN BEHIND A STRONG
COLD FRONT. MODERATE TO HEAVY SNOW AND SLEET ACCUMULATIONS ARE
LIKELY ACROSS THE OUTLOOK AREA. CONSEQUENTLY...A WINTER STORM
WATCH REMAINS IN EFFECT ACROSS THE ENTIRE AREA WEDNESDAY AND
WEDNESDAY NIGHT. PLEASE REFER TO THE WATCH FOR MORE INFORMATION.

SUB ZERO WIND CHILLS ARE POSSIBLE ACROSS SOUTHWEST INDIANA AND

* FLOOD WATCH FOR PORTIONS OF WESTERN KENTUCKY AND SOUTHEAST

  OWENSBORO TO PADUCAH KENTUCKY TO NEW MADRID MISSOURI.

* FROM THIS EVENING THROUGH WEDNESDAY MORNING

* RECENT SNOW MELT HAS RESULTED IN SATURATED GROUND ACROSS THE
  FLOOD WATCH AREA. HEAVY RAIN FORECAST TONIGHT AND WEDNESDAY
  MORNING WILL RESULT IN EXCESSIVE RUNOFF AND MAY LEAD TO FLOODING.

* MOTORISTS SHOULD EXPECT WATER ON ROADS...AND BE PREPARED TO FIND
  ALTERNATE ROUTES. THOSE IN LOW LYING AREAS WILL BE MOST PRONE TO
  FLOODING.

* PRECAUTIONARY/PREPAREDNESS ACTIONS...

A WINTER STORM WATCH REMAINS IN EFFECT FROM WEDNESDAY MORNING
THROUGH LATE WEDNESDAY NIGHT.

* TIMING: RAIN SHOULD BEGIN CHANGING OVER TO FREEZING RAIN...
  SLEET AND SNOW FROM NORTHWEST TO SOUTHEAST LATE TUESDAY NIGHT
  AND WEDNESDAY MORNING. THE CHANGEOVER TO SLEET AND SNOW MAY NOT
  OCCUR UNTIL WEDNESDAY AFTERNOON OVER THE SOUTHERN PENNYRILE
  REGION OF WESTERN KENTUCKY. THE SNOW WILL THEN TAPER OFF FROM
  NORTHWEST TO SOUTHEAST WEDNESDAY NIGHT.

* MAIN IMPACT: BY EARLY THURSDAY MORNING...SNOWFALL TOTALS ARE
  EXPECTED TO RANGE FROM 2 TO 5 INCHES ALONG THE NORTHERN
  PERIPHERY OF SOUTHERN ILLINOIS UP TO 6 TO 8 INCHES SOUTHEAST OF
  A LINE FROM PETERSBURG INDIANA TO CARBONDALE ILLINOIS TO POPLAR
  BLUFF MISSOURI. LOCALLY HIGHER AMOUNTS ARE LIKELY WHERE SNOW
  BANDING OCCURS. AS MUCH AS ONE INCH OF SLEET MAY FALL PRIOR TO
  THE SNOW...PARTICULARLY ACROSS WESTERN KENTUCKY AND FAR
  SOUTHEAST MISSOURI.

* OTHER IMPACTS: THIS MUCH SNOW AND SLEET WILL CAUSE SIGNIFICANT
  TRAVEL ISSUES ACROSS THE REGION. ISOLATED POWER OUTAGES WILL
  ALSO BE POSSIBLE. MAKE PREPARATIONS NOW FOR THIS UPCOMING WINTER
  STORM. STAY TUNED FOR UPDATES AND THE PROBABLE UPGRADE TO A
  WINTER STORM WARNING LATER TODAY.
