* URBAN AND SMALL STREAM FLOOD WARNING FOR...
  NORTHWESTERN SUFFOLK COUNTY IN EASTERN MASSACHUSETTS...
  NORTHEASTERN MIDDLESEX COUNTY IN NORTHEASTERN MASSACHUSETTS...
  ESSEX COUNTY IN NORTHEASTERN MASSACHUSETTS...

* UNTIL 1245 PM EDT

* AT 949 AM EDT...DOPPLER RADAR INDICATED THAT 3 TO 5 INCHES OF RAIN
  HAD FALLEN ACROSS THE REGION.  THIS HAS RESULTED IN NUMEROUS
  REPORTS OF SIGNIFICANT URBAN FLOODING.  WHILE RAIN RATES WILL
  DIMINISH OVER THE NEXT HOUR OR SO...SOME ROADS WILL REMAIN
  FLOODED. THEREFORE...A FLOOD WARNING HAS BEEN ISSUED UNTIL 1245
  PM.  THIS WILL REPLACE THE FLASH FLOOD WARNING THAT IS SET TO
  EXPIRE AT 1015 AM.

ADVISORY...WHICH IS IN EFFECT UNTIL 11 PM EDT THIS EVENING. THIS
REPLACES THE HIGH WIND WARNING WHICH WAS IN EFFECT.

* LOCATION...EASTERN ESSEX COUNTY.

* WINDS...NORTH 15 TO 25 MPH WITH GUSTS UP TO 45 MPH.

* TIMING...WINDS WILL DIMINISH THROUGH EARLY AFTERNOON...BEFORE
  ANOTHER ROUND OF STRONG WINDS ARRIVES LATE THIS AFTERNOON AND
  THIS EVENING.

* IMPACTS...STRONG WINDS MAY DOWN TREE LIMBS AND POWER LINES...
  RESULTING IN ISOLATED POWER OUTAGES. THE HEAVY RAIN COMBINED
  WITH FULLY LEAFED TREES WILL LIKELY EXACERBATE THE POTENTIAL
  FOR DOWNED TREE LIMBS.

  EXPOSED BEACHES OF SALISBURY AND PLUM ISLAND.

* COASTAL FLOODING...MINOR TIDAL FLOODING AND BEACH EROSION.

* TIMING...THE LATE MORNING INTO MIDDAY HIGH TIDE CYCLE.

* IMPACTS...SPLASH OVER AND MINOR TIDAL FLOODING OF THE MOST
  VULNERABLE SHORE ROADS IS LIKELY WITHIN AN HOUR OF THE TIME OF
  HIGH TIDE. IN ADDITION...SIGNIFICANT BEACH EROSION IS EXPECTED
  ALONG THE EXPOSED BEACHES OF SALISBURY AND PLUM ISLAND.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A COASTAL FLOOD ADVISORY IS ISSUED FOR MINOR COASTAL FLOODING OF
THE MOST VULNERABLE SHORE ROADS AND/OR BASEMENTS DUE TO THE
HEIGHT OF STORM TIDE OR WAVE SPLASHOVER.  THE MAJORITY OF ROADS
REMAIN PASSABLE WITH ONLY ISOLATED CLOSURES.  THERE IS NO
SIGNIFICANT THREAT TO LIFE AND ANY IMPACT ON PROPERTY IS MINIMAL.
