  THIS INCLUDES THE CITIES OF...MILLINOCKET...LINCOLN...HOWLAND...
  PISCATAQUIS COUNTY IN NORTH CENTRAL MAINE...
  THIS INCLUDES THE CITIES OF...RIPOGENUS...MOUNT KATAHDIN...
  GUILFORD...GREENVILLE...DOVER-FOXCROFT...BROWNVILLE JUNCTION...
  BAXTER ST PARK...
  NORTHWESTERN WASHINGTON COUNTY IN SOUTHEAST MAINE...
  THIS INCLUDES THE CITY OF VANCEBORO...

**A FLOOD WARNING MEANS THAT FLOODING IS IMMINENT OR HAS BEEN
REPORTED. STREAM RISES WILL BE SLOW AND FLASH FLOODING IS NOT
EXPECTED. HOWEVER...ALL INTERESTED PARTIES SHOULD TAKE NECESSARY
PRECAUTIONS IMMEDIATELY.**

RIVERS AND STREAMS ACROSS THE WARNING AREA ARE STILL FLOWING VERY
HIGH THIS AFTERNOON. WHILE THE WORST OF THE ICE APPEARS TO HAVE
FLUSHED OUT FROM MANY AREA RIVERS...THERE ARE STILL ICE JAMS BEING
REPORTED. THESE INCLUDE ONE ON THE EAST BRANCH OF THE PENOBSCOT
RIVER JUST UPSTREAM OF MEDWAY...AND ONE ON THE MATTAWAMKEAG
RIVER AS SEEN BY THE MAINE FOREST SERVICE. ADDITIONAL ICE JAMS WILL
BE POSSIBLE UNTIL ALL THE ICE IS COMPLETELY FLUSHED OUT OF THE
RIVERS.

FLOODING DUE TO SNOWMELT AND RUNOFF FROM YESTERDAYS` RAIN ALSO
CONTINUES. MANY ROADS REMAIN CLOSED ACROSS THE REGION. THESE INCLUDE
BUT ARE NOT LIMITED TO ROADS IN MILO...HOWLAND...LAMBERT LAKE...REED
PLANTATION...SANGERVILLE...AND GRINDSTONE.

IN ADDITION...THERE ARE STILL CONCERNS REGARDING THE COLD STREAM DAM
NEAR LINCOLN. PERSONS IN AND AROUND THIS AREA...INCLUDING ALONG
STANHOPE MILL ROAD...SHOULD REMAIN ALERT FOR RAPIDLY CHANGING
CONDITIONS.

PLEASE REMEMBER...YOU SHOULD NEVER CROSS A FLOODED ROAD. OBEY ALL
ROAD CLOSURE SIGNS AND DO NOT DRIVE AROUND OR MOVE BARRICADES.
PERSONS ARE URGED TO STAY AWAY FROM ALL FLOODED RIVERS AND STREAMS.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

DO NOT DRIVE YOUR VEHICLE INTO AREAS WHERE THE WATER COVERS THE
ROADWAY. THE WATER DEPTH MAY BE TOO GREAT TO ALLOW YOUR CAR TO CROSS

* THROUGH THURSDAY AFTERNOON.

* REPORTS OF FLOODED ROADS CONTINUE AS THE MILD TEMPERATURES AND
  HEAVY RAINFALL EARLIER THIS WEEK PRODUCED RAPID SNOWMELT WITH
  SOME ROADS BEING CLOSED AND CULVERTS BEING DAMAGED.

* ICE HAD BROKEN UP AND WAS MOVING ON THE RIVERS ESPECIALLY THE
  SAINT JOHN... AROOSTOOK AND PISCATAQUIS RIVERS. AN ICE JAM ON
  THE AROOSTOOK RIVER AT FORT FAIRFIELD WAS REPORTED BY TO HAVE
  MOVED DOWNRIVER TO THE INTERNATIONAL BORDER. THERE IS STILL
  ADDITIONAL ICE UPRIVER NEAR MASARDIS. ALL STREAMS AND RIVERS
  CONTINUE RISE INCLUDING THE MATTAWAMKEAG AND PENOBSCOT RIVERS.
  COLDER TEMPERATURES TONIGHT WILL SLOW THE RISING WATERS.
  FLOODING CAN RAPIDLY DEVELOP IN THE VICINITY OF ICE JAMS. THOSE
  WITH INTERESTS ALONG RIVERS AND STREAMS SHOULD REMAIN ALERT FOR
  ICE JAMS AND POSSIBLE FLOODING.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A FLOOD WATCH MEANS THERE IS A POTENTIAL FOR FLOODING BASED ON
CURRENT FORECASTS.

YOU SHOULD MONITOR LATER FORECASTS AND BE ALERT FOR POSSIBLE
FLOOD WARNINGS. THOSE LIVING IN AREAS PRONE TO FLOODING SHOULD BE
PREPARED TO TAKE ACTION SHOULD FLOODING DEVELOP.

AREAS AND SMALL STREAMS IN SOUTHWESTERN PENOBSCOT AND SOUTHEASTERN
PISCATAQUIS COUNTIES...

AT 1256 PM EDT THE FIRE DEPARTMENT IN DEXTER REPORTED SEVERAL ROADS
CLOSED IN DEXTER DUE TO A COLLAPSED CULVERT. THESE INCLUDE CENTER
STREET...MAIN STREET AND LINCOLN STREET. THERE IS ALSO CONCERN
REGARDING THE OLD MILL DAM. PERSONS IN THE AREA SHOULD REMAIN ALERT
FOR CHANGING CONDITIONS.

A FLOOD WARNING MEANS THAT FLOODING IS IMMINENT OR HAS BEEN REPORTED.
STREAM RISES WILL BE SLOW AND FLASH FLOODING IS NOT EXPECTED.
HOWEVER...ALL INTERESTED PARTIES SHOULD TAKE NECESSARY PRECAUTIONS
IMMEDIATELY.

MOST FLOOD DEATHS OCCUR IN AUTOMOBILES. NEVER DRIVE YOUR VEHICLE INTO
AREAS WHERE THE WATER COVERS THE ROADWAY. FLOOD WATERS ARE USUALLY
DEEPER THAN THEY APPEAR. JUST ONE FOOT OF FLOWING WATER IS POWERFUL
ENOUGH TO SWEEP VEHICLES OFF THE ROAD. WHEN ENCOUNTERING FLOODED
ROADS MAKE THE SMART CHOICE...TURN AROUND...DONT DROWN.
